MINUTES OF A REGULAR COUNCIL MEETING
OF THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF TALLASSEE, ALABAMA
MAY 26, 2020
The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, May 26, 2020 at 6:00 p.m. over a conference call due to the current order by Governor Kay Ivey because of COVID-19. The meeting was called to order by Mayor Hammock and the following were recorded as present:

John Smith was present for the conference call as city attorney and City Clerk Whitney Moon acted as clerk for the meeting.
Mayor Hammock presented the minutes of the regular council meeting held on Tuesday, May 12, 2020. There were no additions or changes. Upon motion of Council Member Taunton and second by Council Member Wilson, the minutes were approved by a unanimous vote.
Item 1: A Resolution concerning a public nuisance at 207 Dorman Avenue was discussed by building inspector Andy Coker. Council Member Stough made a motion to adopt the Resolution and make three cuts to the yard, seconded by Council Member Brown. The motion was approved by a unanimous vote. Resolution 2020-635 was adopted.
Item 2: A Resolution concerning a public nuisance at 306 Third Street was discussed by building inspector Andy Coker. Council Member Hill made a motion to adopt the Resolution and make three cuts to the yard, seconded by Council Member Brown. The motion was approved by a unanimous vote. Resolution 2020-636 was adopted.
Item 3: A Resolution concerning a public nuisance on a vacant lot on Jefferson Street was discussed by building inspector Andy Coker. Council Member Hill made a motion to adopt the Resolution and make three cuts to the yard, seconded by Council Member Taunton. The motion was approved by a unanimous vote. Resolution 2020-637 was adopted.
Item 4: A Resolution concerning a public nuisance at 6 Paxton Drive was discussed by building inspector Andy Coker. Council Member Brown made a motion to adopt the Resolution and make three cuts to the yard, seconded by Council Member Carr. The motion was approved by a unanimous vote. Resolution 2020-638 was adopted.
Item 5: A Resolution concerning a public nuisance at 104 Dorman Avenue was discussed by building inspector Andy Coker. Council Member Hill made a motion to adopt the Resolution and make three cuts to the yard, seconded by Council Member Brown. The motion was approved by a unanimous vote. Resolution 2020-639 was adopted.
Item 6: Approval of the Fire Department adding a Polaris side by side and utility trailer to the City’s insurance policy was discussed. The firefighter assn. will be covering the yearly cost of insurance for both pieces of equipment. Council Member Godwin made a motion to approve the additions, seconded by Council Member Hill. The motion was approved by a unanimous vote.
Item 7: The approval of construction agreement for a transportation alternatives project between the State of Alabama and City of Tallassee was discussed. Council Member Wilson made a motion to approve the agreement, seconded by Council Member Brown. The motion was approved by a unanimous vote.
Item 8: Mayor’s Reports:
Discuss trees blocking flag pole at Bell Park. Trees are ripping the flags. Can’t raise the flag without it getting tangled. Cutting trees down that are on the flag pole and powerline
June 1st the wooden walk way of the nature trail will be closed for pressure washing and coating. Also will be replacing damaged boards.
Sidewalk replacement on James Street should wrap up this week.
Within the next week we will be taking Tallaweka tank offline to make sure we do not have any pressure issues in certain areas around town. After we see that everything is ok, I will sign contract for Tank Pros to mobilize and start working.
Whatley Drive-we will be going with the same size pipe all the way down. Also we will be using open throat inlets. We are checking elevations of utilities on Whatley to make sure we minimize hitting existing utility lines. We need to make sure we do not have a lot of pressure issues with Tallaweka being offline before we start Whatley project because I only have so many bodies. If we have multiple utility issues with not enough men it could cause major problems.
We will go with a company that gave me a price of $44,000 to repair the sewer line break behind the hospital. The other closest estimate was $53,797.
James Garner has been doing some site prep work for the Laney lift station project. This project will be over $400,000. Also we have a problem with the pipe from Laney lift station to the sewer lagoons. This is 1200 linear feet of pipe. We might have to do a pipe burst with HDPE which is a thick wall black pipe. We will need to look at pricing options.
On the gas project we are finalizing bid documents, we will soon be submitting notification of project to Public Service Commission, we will need to advertise and bid the project, then review bids and recommend award of project. This project will touch Ward 4, 5, and 7. We are looking at starting work around the first week in August.
Sewer plant is still in design phase and estimating the construction start of January 2021. Should take 13 months to complete the project once we start.
Looking to get shields ordered for the election. They are 24×36 and $70 each. Trying to see how many we need. Take out of supplies or election line item.
Item 9: Council Reports:
Council Member Taunton wanted to know the status of the antique building on Red Britt’s curve. The building department has sent a letter. Andy will send email updating council this week. Update on Wylie Troupe-Waiting on next regular meeting. Trying to get him for the June 9th meeting.
Council Member Hill wanted to thank Jeff and all city workers working on the projects.
Council Member Carr had no report.
Council Member Wilson wanted to follow up on the 18 wheeler-getting with Andy about that.
Council Member Brown wanted to thank the building inspector and Mayor for the clean up on Powers Extension.
Council Member Godwin wanted the status on the demolition of property. Andy has submitted the forms to ADEM to burn down cemetery house in 10 days. PD and FD have both done training in the house. Properties being torn down with the grant. Doing title searches now and then demolition easements have to be done. Trying to hurry but there’s a lot of red tape. Property by the Rose Hill Cemetery-received a citation to come to court July 10th.
Council Member Stough had no report.
Item 10: There being no further business before the Council, upon a motion made by Council Member Hill and a second by Council Member Taunton, all Council Members present voted to adjourn the meeting. The meeting adjourned at 6:41 p.m.
