MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

JANUARY 9, 2024

 

 

 

 

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, January 9, 2024 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hill and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.

 

Approval of minutes: On motion of Councilmember Carr and a second by Councilmember Taunton, all councilmembers present voted to approve the minutes of the December 12, 2023 work session. On motion of Councilmember Taunton and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the December 12, 2023 regular city council meeting.

Item 1. Moved to the January 23, 2024 meeting.

Item 2: Rezoning property located at 3599 Notasulga Road from Agriculture, Forestry, and Residential to General Business was discussed. The Planning Commission has already approved this rezoning.  Councilmember Taunton made a motion to rezone the property located at 3599 Notasulga Road from Agriculture, Forestry, and Residential to General Business, seconded by Councilmember Godwin. Upon a vote, the motion passed unanimously.

Item 3: Rezoning property located at 906 Gilmer Avenue from Highway Commercial to General Business was discussed. The Planning Commission has already approved this rezoning.  Councilmember Brown made a motion to rezone the property located at 906 Gilmer Avenue from Highway Commercial to General Business, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.

Item 4: A Resolution concerning the SWMP was discussed. Councilmember Godwin made a motion to approve the Resolution, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously. Resolution 2024-237 was adopted.

Mayor’s Reports:

  • We received our report from ADEM and there were no deficiencies noted.
  • Grant-ARPA-this is a 50% match grant and will be used for the pipe gallery at the Filter Plant. We will use the 2021 Bond money for the 50% match. Councilmember Carr made a motion to move forward with the project and accept the grant, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.
  • Downtown Project-We need $90,000 for the project to complete the sidewalks in front of Tiger Paw and other stores. We have the money in the .02 Gas Tax account, this money can be used for potholes, sidewalks, and drainage. Councilmember Godwin made a motion to use the .02 Gas Tax account to complete the Downtown Project sidewalks for $90,000, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.
  • Potential date for the ribbon cutting at the new park in Jordanville is January 23. Mayor will confirm the date and time and let everyone know.
  • The Fire Department roof is leaking horribly. We have funds in a CD labeled as Economic Development. Councilmembers agreed to use these funds.
  • ALDOT S. Ann paving project contract. Councilmember Taunton made a motion to accept the contract, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.
  • The MLK March will be Monday at 10AM. Everyone is invited.

Council Reports

  • Ward 1: We lost JW Wilson and Gary Moore this week. Our condolences go out their families. Councilmember Taunton made a motion to rezone the property located on Highway 229S (Stacy Gunn) from Highway Commercial to Industrial, seconded by Councilmember Godwin. Upon a vote, the motion passed unanimously.
  • Ward 2: Thanks to James and Troy, they are always right on top of any issues. They have a great staff! Downtown is looking wonderful!
  • Ward 3: Thanks to the Fire Department and the Police Department for their help and quick response on the arrest in Jordanville.

There being no further business before the council, and upon motion of Councilmember Taunton and a second by Councilmember Brown, all councilmembers present voted to adjourn the meeting at 6:11 p.m.
