MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

OCTOBER 10, 2023

 

 

 

 

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, October 10, 2023 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hill and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.

 

Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Taunton, all councilmembers present voted to approve the minutes of the September 26, 2023 work session. On motion of Councilmember Hughey and a second by Councilmember Brown, all councilmembers present voted to approve the minutes of the September 26, 2023 regular city council meeting.

Item 1. Halloween was discussed. Councilmember Taunton made a motion for Halloween to be October 31st from 5-8PM, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.

Item 2: The rezoning of multiple properties located on Gilmer Avenue from R1 to General Business was discussed. Councilmember Hall made a motion to approve the rezoning of the properties from R1 to General Business, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.

Item 3: The rezoning of property located at 410 Jordan Avenue from Highway Commercial to General Business was discussed. Councilmember Carr made a motion to approve the rezoning of 410 Jordan Avenue from Highway Commercial to General Business, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.

Item 4: The Strategic Plan was discussed at the last meeting. Councilmember Godwin made a motion to approve the Strategic Plan, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.

Item 5: Recreation Department policies concerning registration and public facility use were discussed. Councilmember Godwin made a motion to approve the policies, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.

Item 6: The 2023 ACE Summit was discussed. Councilmember Brown said that he was available to attend.

Item 7: The 911 Contract was discussed. Councilmember Taunton made a motion to accept the 911 Contract, seconded by Councilmember Hughey. Upon a vote, the motion passed unanimously.

Item 8: An Ordinance regarding sewer rates was introduced. Councilmember Godwin made a motion to suspend the rules, seconded by Councilmember Taunton. Upon a roll call vote, the motion passed unanimously. Councilmember Hall made a motion to adopt the Ordinance regarding sewer rates, seconded by Councilmember Godwin. Upon a vote, the motion passed unanimously. Ordinance 2023-688 was adopted.

Item 9: An Ordinance regarding public safety and communication was introduced.

Item 10: An Ordinance regarding motorized vehicles on public streets was introduced.

 

Mayor’s Reports:

  • Trade Day is October 21st from 8-1PM.
  • Armory reopening-October 21st at 10AM.
  • Quality of Life Phase II survey data has been received by ECEDA and is being reviewed by Sam Henry and Dalhoff Thomas. The next in person meeting will be November 2, 2023 at 9AM in the historic courthouse.
  • 158th deployed today. Keep them in your thoughts and prayers.
  • Update from James Garner: The water smelling and tasting earthy is caused by the hot, dry weather that we’ve had. It is still safe to drink and use. The Filter Plant has upped the chemicals to try and remove that taste. The sewer plant and gas projects are coming along great!

Council Reports

  • Ward 1: Councilmember Taunton asked James Garner about the cut out on Wood Street. James said that this was part of the gas project and would be repaired once it was complete. Be in prayer for our state, country and Israel.
  • Ward 2: Thanks to James and his guys for always being on top of everything. Thanks to the Police Department for a great job on patrolling.
  • Ward 3: Wants to get some Do not litter signs on Pine Street. James Garner will get the guys to put a sign up.
  • Ward 7: Thanks to the Mayor for being on the radio this morning!

There being no further business before the council, and upon motion of Councilmember Taunton and a second by Councilmember Hall, all councilmembers present voted to adjourn the meeting at 6:28 p.m.
