MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

OCTOBER 24, 2023

 

 

 

 

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, October 24, 2023 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hill and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.

 

Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Taunton, all councilmembers present voted to approve the minutes of the October 10, 2023 work session. On motion of Councilmember Hughey and a second by Councilmember Hall, all councilmembers present voted to approve the minutes of the October 10, 2023 regular city council meeting.

Item 1. The engineering firm for the FY22 PHMSA grant was discussed and CDG was the only bid we received. Councilmember Godwin made a motion to accept CDG as the engineering firm for the FY22 PHMSA grant, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.

Item 2: Bid results for the surplus vehicles.

1993 Ford Dump Truck. VIN 1FDNK64CXPVAZ25729. Josh Garner bid $770.00.  Councilmember Hughey made a motion to accept the bid for the 1993 Ford Dump Truck, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.

1999 Chevrolet Silverado 1500, VIN 1GCEC19T7XZ211525. Walter Johnson bid $200.00. Councilmember Hall made a motion to accept the bid for the 1999 Chevrolet Silverado 1500, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.

2003 Chevrolet Impala, VIN 2G1WH52K849263663. Walter Johnson bid $100.00. Councilmember Carr made a motion to accept the bid for the 2003 Chevrolet Impala, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.

2003 Dodge Durango, VIN 1D8HS38NX3F604415. Walter Johnson bid $400.00. Councilmember Brown made a motion to accept the bid for the 2003 Dodge Durango, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.

Item 3: HRV1 LLC Retail Beer (off premises only) and Tobacco only license was discussed. This license is changing names only. Councilmember Hall made a motion to approve the HRV1 LLC Retail Beer (off premises only) and Tobacco only license, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.

Item 4: A Homeland Security grant for the Fire Department was discussed. The City will pay upfront and be reimbursed 100%. Councilmember Godwin made a motion to approve the grant, seconded by Councilmember Hughey. Upon a vote, the motion passed unanimously.

Item 5: An Ordinance regarding public safety was discussed. Councilmember Godwin made a motion to approve the ordinance, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously. Ordinance 2023-689 was adopted.

Item 6: An Ordinance regarding motorized vehicles on public streets was reintroduced. This will be added to the November 14th agenda.

Item 7: Removed from agenda.

Mayor’s Reports:

  • Jordanville Park hours were discussed. Councilmember Taunton made a motion to set the Jordanville Park hours from sunrise to sunset, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.
  • The contract with CDG for the FY22 PHSMA grant project was discussed. Councilmember Godwin made a motion to accept the contract, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.
  • The Senior Center department head is leaving. The job was posted today and will close October 31st. Will not be considered unless you have an application on file.
  • Senior Center Christmas dinner December 8th from 6-8PM. Mayor and Council are invited.
  • Halloween is October 31st from 5-8PM.
  • The next council meeting is November 14th.
  • The November 28th and December 26th council meetings were discussed. Councilmember Hall made a motion to cancel both meetings, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.
  • The National Honor Society is looking for a day of cleanup.
  • The Friendship Road gas and water issue was discussed. James Garner explained that the water and gas lines were exposed and this was an emergency. Councilmember Taunton made a motion to declare the Friendship Road gas and water lines an emergency and remedy this situation, seconded by Councilmember Godwin. Upon a vote, the motion passed unanimously. Bid law does not apply.

Council Reports

  • Ward 1: Thanks for patrolling the city Chief.
  • Ward 3: Demolition of houses update? Leslie York is working on it and we should hear something by the end of November.

There being no further business before the council, and upon motion of Councilmember Carr and a second by Councilmember Hughey, all councilmembers present voted to adjourn the meeting at 6:13 p.m.
