MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

OCTOBER 8, 2019

 

 

 

 

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, October 8, 2019 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor John Hammock and the following were recorded as present:

John Smith was present as city attorney and City Clerk Whitney Moon acted as clerk for the meeting.

 

Mayor Hammock presented the minutes of the council work session held on Tuesday, September 24, 2019. There were no additions or changes. Upon motion of Council Member Taunton and a second by Council Member Hill, the minutes were approved by a unanimous vote.

Item 1: Public Hearing to rezone property located beside 575 South Tallassee Drive from Residential 1 to Agriculture, Forestry, Residential. Melanie Goodman was present and stated that she and her husband recently bought the property and their intentions for the property were to build a house and raise bird dogs. Upon a motion by Council Member Wilson and a second by Council Member Brown, the Public Hearing was closed.

 

Item 2: Ordinance for property located beside 575 South Tallassee Drive from Residential 1 to Agriculture, Forestry, Residential was introduced. Council Member Godwin made a motion to suspend the rules, seconded by Council Member Taunton. Upon a roll call vote, the motion was approved by a unanimous vote. Council Member Taunton made a motion to approve the Ordinance, seconded by Council Member Brown. Upon a vote, the motion passed unanimously. Ordinance 2019-560 was adopted.

 

Item 3: Resolution concerning a public nuisance located at 304 Marin Avenue. Mayor Hammock stated that we had sent a certified letter to the owner after someone made a formal complaint about the property. Andy Coker stated that some, but not all of the grass had been cut and the house had vines growing all over it. Council Member Godwin made a motion to approve the Resolution, seconded by Council Member Wilson. Upon a vote, the motion passed unanimously. Resolution #2019-626 was adopted.

 

Item 4: Tier I/Tier II retirement-Mayor Hammock and the City Clerk will get more information from RSA.

 

Item 5: Mayor Hammock discussed the house located at 401A & 401B Central Blvd. and the need for the City to purchase this property due to the house being damaged because of the infrastructure. Council Member Hill stated that she felt that the action of the owner trying to sell the property was in direct retaliation for asking him to do what he was supposed to be doing with the Hotel. Council Member Godwin stated that he agreed with Council Member Hill. Council Member Brown made a motion to approve the purchase of the property for $65,500. Council Member Taunton made a second. Upon a vote, the motion was passed unanimously.

 

Item 6: Travis Jones talked about the Fire Prevention Proclamation. October 6-12th is fire prevention week. Council Member Hill made a motion to adopt the Proclamation, seconded by Council Member Taunton. Upon a vote, the motion was passed unanimously.

 

Item 7: October 22nd City Council meeting will be ran by Council Member Godwin.

 

Item 8: Mayor’s Reports: Mayor Hammock passed out Project Progress Report from CDG on the Gas line replacement.  Mayor Hammock passed out the Public Hearing Notice about the Soccer field grant. Public Hearing will be October 17th at 5:30PM at the Girls’ Softball Complex. The visit with ADECA went great. Homecoming Parade at 2PM October 11. City Hall will be closed on October 14th for Columbus Day. Car show and movie on October 26th at 7PM at the Theater. Taste of Tallassee will be at the National Guard Armory on November 7th from 5:30-7:30PM. On November 2nd at 7PM and November 3rd at 2PM friends of Tukabatchee are putting on the play And One Fire Still Burns. Time capsule is $100 and will be buried on December 14th. They can be purchased at the museum in Historic Downtown Tallassee. Public Safety Committee meeting tonight at 6:30 in the conference room.

 

Item 9: Council Reports: Council Members Taunton, Carr, Wilson, Brown, and Stough had nothing to report.         Council Member Hill expressed thanks to the Mayor, city workers, and Council Member Carr for the ADECA visit. Council Member Godwin wanted the agenda for the October 22nd council meeting to include an update on the Public Safety Commission meeting.

 

Item 10: There being no further business before the Council, upon a motion made by Council Member Hill and a second by Council Member Taunton, all Council Members present voted to adjourn the meeting. The meeting adjourned at 6:12 p.m.
