MINUTES OF A REGULAR COUNCIL MEETING
OF THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF TALLASSEE, ALABAMA
DECEMBER 12, 2023
The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, December 12, 2023 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hill and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.
Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Godwin, all councilmembers present voted to approve the minutes of the November 14, 2023 work session. On motion of Councilmember Hughey and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the November 14, 2023 regular city council meeting.
Item 1. The RFP for a new fire truck was discussed. David Rogers discussed this and noted that this would be no cost to the City. Councilmember Taunton made a motion to accept the bids and let the Fire Department review them and come to the council for approval at the January 9, 2024 meeting, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.
Item 2: The reappointment of Margaret Miller on the Library Board was discussed. Margaret Miller’s current term expires December 31, 2023 and the new term would be effective January 1, 2024. Councilmember Taunton made a motion to reappoint Margaret Miller to the Library Board, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.
Item 3: Updating the 2023-688 Ordinance was discussed. Councilmember Taunton made a motion to suspend the rules, seconded by Councilmember Godwin. Upon a roll call vote, the motion passed unanimously. Councilmember Hall made a motion to adopt the updated 2023-688 Ordinance, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously. Ordinance 2023-688A was adopted.
Mayor’s Reports:
- Mayor Hill discussed the process that her and the Council have gone through in order to reach an agreement on increased pay for the Police Officers. A lot of time and research has gone into this decision. Councilmember Hall made a motion to suspend the rules, seconded by Councilmember Godwin. Upon a roll call vote, the motion passed unanimously. Councilmember Godwin made a motion to give all certified Police Officers a $1.65/hour raise with the night shift getting a $0.50 differential, not including the Chief, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.
- TRA-Blake Moon resigned from the TRA. Councilmember Carr made a motion to appoint Patrick Jones to finish out Blake’s term that expires in July 2025, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.
- Gas Pipeline Safety: System was found in satisfactory compliance with state and federal natural gas distribution safety rules in the areas evaluated.

Council Reports
- Ward 1: Thanks to the Garden Club for decorating the Welcome to Tallassee signs! They look great. We appreciate the Fire Department and Police Department. Merry Christmas!
- Ward 2: The Downtown Project looks awesome! The Senior Center Party went great! Merry Christmas!
- Ward 3: Merry Christmas and Happy New Year!
- Ward 4: Can we put a dumpster at City Hall around Christmas? Mayor wants to see about December 26th or 27th. She will talk to GFL. Noble will have their annual Luminaires December 17th.
- Ward 7: Needs work in Carville Cemetery, trees removed due to disease. Police Department-still getting complaints about four-wheelers.
There being no further business before the council, and upon motion of Councilmember Carr and a second by Councilmember Taunton, all councilmembers present voted to adjourn the meeting at 6:19 p.m.
