MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

AUGUST 22, 2023

 

 

 

 

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, August 22, 2023 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hill and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.

 

Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Taunton, all councilmembers present voted to approve the minutes of the August 8, 2023 work session. On motion of Councilmember Hughey and a second by Councilmember Brown, all councilmembers present voted to approve the minutes of the August 8, 2023 regular city council meeting.

Item 1. Silent Auction result. (attached)

  1. 1989 Street Sweeper. Tie at $1000. Rebid
  2. 1993 Ford F600 Dump Truck. VIN 5729. JJ Merchant $1577.77. Councilmember Godwin made a motion to accept JJ Merchant’s bid of $1577.77, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.
  3. 1995 Ford F350 Pickup. VIN 3900. Matt Carden $1000. Councilmember Taunton made a motion to accept Matt Carden’s bid of $1000, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.
  4. 2011 Ford Crown Victoria VIN 5767. Michael Peak $125. Councilmember Godwin made a motion to accept Michael Peak’s bid of $125, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.
  5. 2011 Ford Crown Victoria VIN 5769. Michael Peak $125. Councilmember Carr made a motion to accept Michael Peak’s bid of $125, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.
  6. 2007 Dodge Charger. VIN 4583. JJ Merchant $177.77. Councilmember Brown made a motion to accept JJ Merchant’s bid of $177.77, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously. Mayor Hill said there was another bid from Michael Peak for $250. Councilmember Taunton made a motion to resend the vote, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously. Councilmember Godwin made a motion to accept Michael Peak’s bid of $250, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.
  7. 2003 Dodge Ram 1500. VIN 2177. Walter Johnson $500. Councilmember Taunton made a motion to accept Walter Johnson’s bid of $500, seconded by Councilmember Hughey. Upon a vote, the motion passed unanimously.
  8. 1999 Chevrolet Silverado 1500. VIN 1525. Rebecca Slayton $900. Councilmember Carr made a motion to accept Rebecca Slayton’s bid of $900, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.
  9. 2003 Chevrolet Impala. VIN 3663. JJ Merchant $137.77. Councilmember Godwin made a motion to accept JJ Merchant’s bid of $137.77, seconded by Councilmember Hughey. Upon a vote, the motion passed unanimously.
  10. 1999 Jeep Cherokee. VIN 4113. Walter Johnson $300. Councilmember Carr made a motion to accept Walter Johnson’s bid of $300, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.
  11. 2003 Dodge Durango. VIN 4415. Rebecca Slayton $1200. Councilmember Godwin made a motion to accept Rebecca Slayton’s bid of $1200, seconded by Councilmember Hughey. Upon a vote, the motion passed unanimously.

Item 2: The slope mower bids were opened. There was only 1 bid. Sunsouth $109,000. Councilmember Taunton made a motion to accept the slope mower bid from Sunsouth at $109,000, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.

Item 3: The ordinance regarding updating building codes was discussed. Councilmember Hughey made a motion to adopt the ordinance regarding updating building codes, seconded by Councilmember Godwin. Upon a vote, the motion passed unanimously. Ordinance 2023-687 was adopted.

Item 4: Yolanda Adams with the Family Guidance Center asked the council for help locating somewhere that they can temporarily have a Head Start at, it has to be in Elmore County. Council and Mayor said they would let them know if they saw anything that might work.

Mayor’s Reports:

  • Armory reopening is October 21st at 10AM. They will have the boy scouts there, a rock wall and other fun activities.
  • Rooting for a Cure fundraiser-tickets are for sale-October 14th.
  • We put our application in for the 2nd PHMSA grant.

Council Reports

Ward 1: Limb Ordinance-please pick up all limbs, not trees, regardless of how many grabs.

Ward 3: Agrees with Councilmember Taunton. Will keep a lookout for property regarding the Head Start.

Ward 4: Drainage issue on N. Ann-James Garner said the owner has a drainage issue on his side but we have cleaned out our side.

Ward 6: Still working on a new budget. Looking at additional request, we will be presenting the budget at the September 12th meeting & it will be approved at the last meeting in September.

Ward 7: agrees with Councilmember Taunton, please pick up limbs.

There being no further business before the council, and upon motion of Councilmember Carr and a second by Councilmember Taunton, all councilmembers present voted to adjourn the meeting at 6:31 p.m.
