MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

AUGUST 27, 2019

 

 

 

 

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, August 27, 2019 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor John Hammock and the following were recorded as present:

John Smith was present as city attorney and City Clerk Barbara Garnett acted as clerk for the meeting.

 

Mayor Hammock presented the minutes of the council work session held on Tuesday, August 13, 2019. There were no additions or changes. Upon motion of Council Member Wilson and a second by Council Member Godwin, the minutes were approved by a unanimous vote.

Item 1: Mayor Hammock introduced an ordinance authorizing of the 2019 State Revolving Fund to assist in the replacement project of the sewer lagoon that the city is under a consent decree from ADEM to do. The payments will come from the ad valorem tax. Council Member Godwin made a motion to suspend the rules. Council Member Taunton made a second. Upon a roll call vote, the following was recorded: Voting Yea – Council Members Taunton, Carr, Wilson, Godwin, Stough and Mayor Hammock. Next, Council Member Godwin made a motion to adopt the ordinance, seconded by Council Member Taunton. Upon a vote, the motion passed unanimously. Ordinance 2019-655 was adopted.

 

Item 2: Mayor Hammock presented a resolution authorizing a grant application for the ATRIP-II administered by the Alabama Department of Transportation. There would be a 20% match. The grant would be used to fund the road base reclamation, milling, paving and striping of North and South Ann Avenue from Woodland Drive to E. B. Payne Drive. Council Member Taunton made a motion that the resolution be adopted, seconded by Council Member Stough. Upon a vote, the motion passed unanimously. Resolution #2019-620 was adopted.

 

Item 3: Mayor Hammock presented a resolution pledging to keep the Rebuild Alabama Act gas tax funds in a separate fund and to be used for maintenance, improvement, replacement and construction of street. Council Member Godwin made a motion to adopt the resolution, seconded by Council Member Wilson. Upon a vote, the motion passed unanimously. Resolution #2019-621was adopted.

 

Item 4: Mayor Hammock presented a resolution appointing Whitney Moon as City Clerk effective at 12:01 a.m. on September 1, 2109 through the first Monday of November 2020. Council Member Godwin made a motion to adopt the resolution, seconded by Council Member Taunton. Upon a vote, the motion passed unanimously. Resolution #2019-622 was adopted.

 

Item 5: Mayor Hammock presented a resolution authorizing Mayor Hammock, City Clerk Whitney Moon and Mayor Pro Tem Bill Godwin to sign checks and disbursements for the payment of operating expenses. Council Member Wilson made a motion to adopt the resolution, seconded by Council Member Taunton. Upon a vote, the motion passed unanimously. Resolution #2019-623 was adopted.

 

Item 6: Mayor’s Reports: Mayor Hammock reported on the following:

Spectrum will relocate the cable line downtown on Thursday. Once this work is done, the contractor for the old Hotel Talisi building will start to cut out the 55’ of wall and rebuild.

A resolution was presented to authorize a new bank account for the gas tax funds authorized by the Rebuild Alabama Act. Council Member Wilson made a motion to adopt the resolution, seconded by Council Member Taunton. Upon a vote, the motion passed unanimously. Resolution #2019-624 was adopted.

The Tallassee Economic Development Committee will meet on Thursday, August 29, 2019 at 6:00.

The large vocal group of citizens, Joyce Vella, Danelle Hicks, Janice Cowan, Brona and Terry Anthony and other citizens of Harris Street, who are against the mosquito spray service has called City Hall and the Department of Agriculture. The Department of Agriculture has stated that if the City does not follow their recommendations could be fined as much as $5,000. Council Members were in agreement that the service of mosquito spray.

City Clerk Barbara Garnett was presented a plaque upon retiring after 25 years of service.

 

Item 7: Council Reports: Council Members Taunton, Carr, Wilson, Godwin and Stough expressed comments of appreciation to City Clerk Barbara Garnett for her service of 25 years to the City of Tallassee and congratulated her on her retirement.

Council Member Godwin announced that the Finance Committee would meet in Wednesday, September 5, 2019 at 1:30 p.m.

Council Members Godwin and Stough congratulated Whitney Moon on her appointment as City Clerk.

 

Item 8: There being no further business before the Council, upon a motion made by Council Member Taunton and a second by Council Member Godwin, all Council Members present voted to adjourn the meeting. The meeting adjourned at 6:18 p.m.
