MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

SEPTEMBER 10, 2019

 

 

 

 

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, September 10, 2019 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor John Hammock and the following were recorded as present:

John Smith was present as city attorney and City Clerk Whitney Moon acted as clerk for the meeting.

 

Mayor Hammock presented the minutes of the council work session held on Tuesday, August 27, 2019. There were no additions or changes. Upon motion of Council Member Wilson and a second by Council Member Stough, the minutes were approved by a unanimous vote.

 

Mayor Hammock presented the minutes of the regular council meeting held on Tuesday, August 27, 2019. There were no additions or changes. Upon motion of Council Member Godwin and second by Council Member Brown, the minutes were approved by a unanimous vote.

 

Item 1: Mayor Hammock opened the Public Hearing to hear the petition concerning the following rezoning:

Item 1.1:Rezone property located at 575 South Tallassee Drive from Residential 1 to Agriculture, Forestry, Residential. The owner of the property was not present. Upon motion of Council Member Godwin and second by Council Member Wilson the council voted unanimously to table the hearing until September 24th.

Item 1.2: Rezone property located at Gilmer Avenue (Red Britt Curve) from Residential 1 to General Business. Andy Coker stated that the owner was unsure why the property was rezoned in 2007 and that there was no paperwork explaining the reasoning either. Council Member Wilson expressed his concerns for safety in the area. Council Member Stough agreed with Council Member Wilson, but stated that he didn’t know how we could rezone other properties in the area and not this property. Council Member Godwin stated that both Council Members made good points, but for consistency he thinks we should rezone. Council Member Brown agreed with Council Member Godwin. Council Member Taunton made a motion to close the Public Hearing. Council Member Carr made a second. Upon a vote, the motion passed unanimously.

 

Item 2: Introduction of Ordinance to amend Zoning Ordinance No. 2007-431 to rezone vacant property located beside 575 South Tallassee Drive from Residential 1 to Agriculture, Forestry, Residential was tabled until the September 24th City Council meeting after discussion by council members in work session.

 

Item 3: Introduction of Ordinance to amend Zoning Ordinance No. 2007-431 to rezone vacant property on Gilmer Avenue located at “Red Britt Curve” from Residential 1 to General Business.

 

Item 4: Mayor Hammock presented a resolution concerning a public nuisance located at 117 Jefferson Street. Andy Coker stated that there have been multiple unsuccessful attempts to contact the owner about the property. Neighbors have cut the grass twice because it is 3-4 feet high and they have seen snakes. Council Member Godwin made a motion to approve the resolution, seconded by Council Member Brown. Upon a vote, the motion passed unanimously. Resolution NO. 2019-625 was adopted.

 

Item 5: Mayor Hammock introduced the 2019/2020 general budget and calendar. Council Member Godwin proposed the calendar and general budget. The budget included $4,186,000 earmarked for projects including A TAPS grant match for the downtown utility replacement project, sandblast and paint the Talleweka water tank, SCADA for the water system, replacing one water filter and underdrain, and removing and replacing cast iron gas lines. Council Member Godwin stated that council members had two weeks to look over and asked for approval on the September 24th meeting.

 

Item 6: Mayor Hammock recognized Crockett Moyers for winning the Boys 8U Fly State Championship.

 

Item 7: Mayor’s Reports: Mayor Hammock reported on the following:

Went to a workshop with the Tallassee Tribune. Mayor Hammock said that they learned about a special that was being offered for 45% off a ten inch ad if you signed up. The cost would be $3380/year. Council was interested in taking advantage of this out of the local economic development line item next year.

Fire Truck parade line up at 7pm at the football field. They sold one truck and bought another one. Serving light refreshments if anyone wants to attend.

Spectrum moved the line in front of the hotel. Andy Coker is meeting with the structural engineer and Troupe to get a plan next Wednesday.

Stated that he was going to the ADECA workshop on Wednesday for LWCF application. Free workshop.

Announced an open house at Dr. Herring’s office Sunday from 2-4PM.

On September 17th there is an ALDOT meeting at the district office in Elmore. Invited anyone to come and ride with him.

On September 20th there is an ACE reunion in Clanton. Invited anyone to come and ride with him.

Mayor Hammock explained the 19/20 Fiscal Year projects including the wastewater treatment plant, TAPS match for downtown project, downtown utility replacement, sandblast and paint Talleweka water tank, SCADA for water system, replace one water filter and under drain, and remove and replace cast iron gas lines.

Welcomed the new City Clerk Whitney Moon to her first official city council meeting.

 

Item 8: Council Reports: Council Members Taunton, Carr, Brown, Godwin and Stough had nothing to report.         Council Member Wilson expressed thanks to the Police Department for the issues that have recently been handled.

 

Item 9: There being no further business before the Council, upon a motion made by Council Member Taunton and a second by Council Member Godwin, all Council Members present voted to adjourn the meeting. The meeting adjourned at 6:25 p.m.
