MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

JULY 28, 2025

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Monday, July 28, 2025 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hill and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.

Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Godwin, all councilmembers present voted to approve the minutes of the June 23, 2025 work session. On motion of Councilmember Taunton and a second by Councilmember Hall, all councilmembers present voted to approve the minutes of the June 23, 2025 regular city council meeting. On motion of Councilmember Brown and a second by Councilmember Hall, all councilmembers present voted to approve the minutes of the July 2, 2025 special city council meeting. On motion of Councilmember Hughey and a second by Councilmember Taunton, all councilmembers present voted to approve the minutes of the July 14, 2025 special city council meeting.

Mayor Hill then called the council’s attention to the agenda and the following occurred.

Item 1. Chief Buce recognized the Police Academy graduates Mallary McDaniel and Damar Putz.   

Item 2. Certificate of Election for all unopposed candidates were discussed and presented.
Councilmember Hughey made a motion to approve the Certificate of Election for Ward 1 Councilmember Easterling Carpenter, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.

Councilmember Brown made a motion to approve the Certificate of Election for Ward 2 Councilmember Linda Mosher, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.

Councilmember Taunton made a motion to approve the Certificate of Election for Ward 3 Councilmember Damian Carr, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.

Councilmember Carr made a motion to approve the Certificate of Election for Ward 4 Councilmember Bill Hall, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.

Councilmember Hall made a motion to approve the Certificate of Election for Ward 7 Councilmember Fred Randall Hughey, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.

Councilmember Taunton made a motion to approve the Certificate of Election for Ward 2 Board of Education Heather Johnson, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.

Councilmember Hall made a motion to approve the Certificate of Election for Ward 4 Board of Education Nathan Bridgman, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.

Councilmember Godwin made a motion to approve the Certificate of Election for Ward 5 Board of Education Melanie Goodman, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.

Councilmember Carr made a motion to approve the Certificate of Election for Ward 6 Board of Education Heather Hawkins, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.

Councilmember Taunton made a motion to approve the Certificate of Election for Ward 7 Board of Education Galerie Wilson, seconded by Councilmember Godwin. Upon a vote, the motion passed unanimously.

Item 3. Resolutions for all unopposed candidates were discussed.

Councilmember Taunton made a motion to approve the resolution concerning Ward 1 Councilmember Easterling Carpenter, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously. Resolution 2025-250 was approved.  

Councilmember Hughey made a motion to approve the resolution concerning Ward 2 Councilmember Linda Mosher, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously. Resolution 2025-251 was approved. 

Councilmember Taunton made a motion to approve the resolution concerning Ward 3 Councilmember Damian Carr, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously. Resolution 2025-252 was approved. 

Councilmember Brown made a motion to approve the resolution concerning Ward 4 Councilmember Bill Hall, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously. Resolution 2025-253 was approved. 

Councilmember Hall made a motion to approve the resolution concerning Ward 7 Councilmember Fred Randall Hughey, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously. Resolution 2025-254 was approved. 

Councilmember Taunton made a motion to approve the resolution concerning Ward 2 Board of Education Heather Johnson, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously. Resolution 2025-255 was approved. 

Councilmember Hall made a motion to approve the resolution concerning Ward 4 Board of Education Nathan Bridgman, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously. Resolution 2025-256 was approved. 

Councilmember Brown made a motion to approve the resolution concerning Ward 5 Board of Education Melanie Goodman, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously. Resolution 2025-257 was approved. 

Councilmember Taunton made a motion to approve the resolution concerning Ward 6 Board of Education Heather Hawkins, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously. Resolution 2025-258 was approved. 

Councilmember Taunton made a motion to approve the resolution concerning Ward 7 Board of Education Galerie Wilson, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously. Resolution 2025-259 was approved. 

Item 4. Mayor Hill discussed the Resolution regarding the 5310 grant for a senior center van. We have $29,346.50 from AMIC for the previous van that was totaled. The total cost for the van that we are applying for is $131,633 with a match of $26,327. The insurance money from the old van will cover the City’s match. Councilmember Godwin made a motion to approve the resolution concerning the 5310 grant, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously. Resolution 2025-249 was approved.   

Item 5. Mayor Hill discussed a resolution regarding the demolition of property located at 503 Powers Avenue. We have money left in the budget to take care of this property. Councilmember Hall made a motion to approve the resolution, seconded by Councilmember Hughey. Upon a vote, the motion passed unanimously. Resolution 2025-270 was approved.   

Item 6. Mayor Hill discussed several resolutions concerning public nuisances located at the following addresses:

114 Monroe Street 2025-268

211 Davidson Street 2025-267

1121 E. Patton Street 2025-266

809 Azalea Street 2025-264

1313 Magnolia Street 2025-265

Councilmember Hughey made a motion to approve all of the listed resolutions, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.

Mayor’s Reports:  

*Time donation: Jarrod Mann-40 sick hours to Jacob Price. Councilmember Carr made a motion to approve the time donation, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.

*Time donation: JD Smith-8 vacation hours to Heather Sayers. Councilmember Taunton made a motion to approve the time donation, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.

*EC Tax Certificate for the rec center. Councilmember Taunton made a motion to approve the EC tax certificate for the rec center, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.

Council Reports:

Ward 4: Congrats to our new officers.

Ward 6: Expressing apologies for not attending the last meeting. Supports all of the votes that the council made to sell the airport and would have made the same decision. The council sold the old Sizemore property for a good deal and now it’s a very successful business, Restoration 49. To being with, the sale of the old Sizemore property made a lot of people mad, but once they saw what it became, those same people admitted that they were wrong. Councilmember Godwin believes that this will be the same thing with the airport. Commends Mayor Hill for her positive roll in helping Tallassee and the City of Tallassee.

Ward 7: Congrats to the Rookie police officers! Had the opportunity to get help from Officer McDaniel and she was a great help.

There being no further business before the council, and upon a motion by Councilmember Taunton and a second by Councilmember Hall, will all councilmembers voting in favor, the council meeting was adjourned at 6:15 PM.
