MINUTES OF THE ORGANIZATIONAL MEETING
OF THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF TALLASSEE, ALABAMA
NOVEMBER 3, 2025
The Mayor and the City Council of the City of Tallassee, Alabama convened in an organizational meeting on Monday, November 3, 2025 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Wiginton and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.
Oath of Office: Administered by Judge Pinkston to the Mayor, Council and Board of Education members
Mayor Hill then called the council’s attention to the agenda and the following occurred.
Item 1. Resolution—Authorizing expenditure of monies. Councilmember Hughey made a motion to approve the resolution, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously. Resolution 2025-280 was adopted.
Item 2. The ordinance adopting the rules of procedure was discussed. No action necessary. Ordinance 2025-696 still applies.
Item 3. Resolution—Appointment of City Clerk. Councilmember Hughey made a motion to approve the resolution appointing Whitney Pitchford as the City Clerk, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously. Resolution 2025-274 was adopted.
Item 4. Resolution—Appointment of the DPS Director. Councilmember Hughey made a motion to approve the resolution appointing Todd Buce as the DPS Director, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously. Resolution 2025-275 was adopted.
Item 5. Resolution—Appointment of Mayor Pro Tempore. Councilmember Brown made a motion to approve the resolution appointing Councilmember Hall as the Mayor Pro Tempore, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously. Resolution 2025-276 was adopted.
Item 6. Resolution—Appointment of City Attorney. Councilmember Hall made a motion to approve the resolution appointing John Smith as the city attorney, seconded by Councilmember Mosher. Upon a vote, the motion passed unanimously. Resolution 2025-277 was adopted.
Item 7. Resolution—Appointment of City Judge. We’re not going to appoint a municipal judge at this time.
Item 8. Resolution—Appointment of Public Defender. Councilmember Brown made a motion to approve the resolution appointing The Hughes Law Firm as the public defender, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously. Resolution 2025-278 was adopted.
Item 9. Resolution—Ratifying the use of depositories. Councilmember Carr made a motion to approve the resolution ratifying the use of depositories, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously. Resolution 2025-279 was adopted.
Item 10. Resolution—Appointment of utilities supervisor. Councilmember Hughey made a motion to approve the resolution appointing James Garner as the utilities supervisor, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously. Resolution 2025-281 was adopted.
Item 11. Appointment of Council Committees.

Councilmember Hall made a motion to approve the above listed council committees, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.
Council Reports:
Ward 3: Thank God and my family for tonight. Jordanville is not a bad place; it’s the people coming in there. I’m still working.
Ward 4: Congratulations to the new mayor, board of education, and council members.
Ward 5: Honored to be back in this position.
Ward 6: Thankful for this opportunity.
Ward 7: The previous council served as one and I’m looking forward to working with the new people.

*Thanks for coming and supporting Tallassee. Excited to be working with these great people. Let’s do things that make people proud.
There being no further business before the council, and upon a motion by Councilmember Carr and a second by Councilmember Hughey, with all councilmembers voting in favor, the council meeting was adjourned at 6:19 PM.
