MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

NOVEMBER 10, 2025

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Monday, November 10, 2025 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Wiginton and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.

Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Brown, all councilmembers present voted to approve the minutes of the October 27, 2025 work session. On motion of Councilmember Hughey and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the October 27, 2025 regular council meeting. On motion of Councilmember Hughey and a second by Councilmember Brown, all councilmembers present voted to approve the minutes of the November 3, 2025 organizational meeting.

Mayor Wiginton then called the council’s attention to the agenda and the following occurred.

Item 1. Mayor Wiginton presented Community Home Health and Hospice with a proclamation declaring November 2025 as National Home Care and Hospice Month.

Item 2. Mayor Wiginton presented a key to the City to Tholptholocce this past weekend.

Item 3. Mayor Wiginton mentioned possibly canceling the November 24th council meeting since it was the week of Thanksgiving. Councilmember Hall made a motion to cancel the November 24th council meeting, seconded by Councilmember Hughey. Upon a vote, the motion passed unanimously.  

Item 4. Carmen Rogers with the Chamber of Commerce discussed the following Christmas events:

-November 30th– Christmas Tree walk at 6PM

-December 5th– the Holiday Market opens at 2PM and the Tree Lighting will be at 7PM.

-December 6th– the Christmas Parade will begin at 10AM and the Holiday Market will be open after the parade.   

Item 5. Mayor Wiginton asked the council about adding $7000 to 01-501-5214 to reimburse ACTS for their power and water for this year. We have previously paid for ACTS power and water when it was in the City owned building. Councilmember Hughey made a motion to suspend the rules, seconded by Councilmember Carr. Upon a roll call vote, the motion passed unanimously. Councilmember Hall made a motion to add $7000 to line item 01-501-5214 to reimburse ACTS for their power and water, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.    

Mayor’s Reports:  

Mayor Wiginton asked Steve Burak to discuss the 3 TRA members that wanted to fill the open board positions. Steve mentioned Abe Rigsby for place 1, Beverly Weldon for place 2, and Michael Kilgore for place 9. Councilmember Carr made a motion to approve Abe Rigsby for place 1, Beverly Weldon for place 2, and Michael Kilgore for place 9, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.

Council Reports:

Ward 3: Asked if the City had a noise ordinance. The City does have a noise ordinance.  

Ward 4: Asked about the Mayor and council doing a float in this years Christmas parade. Council will let us know.  

Ward 7: Thank you, Mayor for talking with the crowd at the reenactment.   

There being no further business before the council, and upon a motion by Councilmember Carr and a second by Councilmember Brown, with all councilmembers voting in favor, the council meeting was adjourned at 6:18 PM.
