MINUTES OF A REGULAR COUNCIL MEETING
OF THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF TALLASSEE, ALABAMA
JANUARY 26, 2026
The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Monday, January 26, 2026 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Wiginton and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.
Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Brown, all councilmembers present voted to approve the minutes of the January 12, 2026 work session. On motion of Councilmember Hughey and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the January 12, 2026 regular council meeting.
Mayor Wiginton then called the council’s attention to the agenda and the following occurred.
Item 1. Eric Jones emailed the Mayor and Council about new hoses for the fire department. This is a capital outlay expenditure need. Councilmember Brown made a motion to suspend the rules, seconded by Councilmember Carr. Upon a roll call vote, the motion passed unanimously. Councilmember Hall made a motion to add $20,349.28 to line item 01-503-5103 for the purchase of the hoses, seconded by Councilmember Carpenter. Upon a vote, the motion passed unanimously.
Item 2. The supervisor of the Cemetery Department introduced the new fees and rules for the cemetery. Councilmember Hall made a motion to approve the new fees and rules for the cemetery, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.
Item 3. Mayor Wiginton discussed the amended business license ordinance that was introduced at the last council meeting. Councilmember Brown made a motion to approve the ordinance, seconded by Councilmember Carpenter. Upon a vote, the motion did not pass. Councilmembers Mosher, Carr, Hall, Jones, and Hughey voted Nay.
Item 4. Adding to the February 9, 2026 agenda.
Item 5. Mayor Wiginton introduced an ordinance that would not allow any future manufactured homes in the city limits. This will be voted on at the February 9, 2026 meeting.
Item 6. Mayor Wiginton presented a Proclamation for Human Trafficking Awareness.
Item 7. Wendy Clayton and Mr. Black addressed the Council during the work session regarding keeping the Cemetery Loop closed. There was no action taken, the road will remain closed.
Item 8. Mayor Wiginton discussed the City applying for the RAA Grant again. We received this in 2024. Councilmember Hall made a motion to approve applying for the grant, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.
Item 9. Mayor Wiginton and Council reviewed the contract for a part time accountant. Councilmember Hall requested that John Smith add a minimum of 20 hours worked a week in the contract. Councilmember Hughey made a motion to approve the contract with the edits that Councilmember Hall suggested, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.
Item 10. We received the 5310 grant that was applied for last year by previous Mayor Hill and Whitney Pitchford. Councilmember Hall made a motion to approve the agreement for the grant, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously. Councilmember Brown made a motion to approve the resolution for the grant, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously. Resolution 2026-276 was approved.
Item 11. A resolution concerning Alabama Mutual Aid was discussed by Keith Barnett. Councilmember Carr made a motion to approve the resolution, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously. Resolution 2026-277 was approved.
Mayor’s Reports:
*Mayor Wiginton discussed the updated BOE agreement concerning the SRO. Councilmember Brown made a motion to approve the agreement, seconded by Councilmember Carpenter. Upon a vote, the motion passed unanimously.
*We received the grant for the Riverside Heights water.
*The Chamber Banquet is coming up soon. Please let Mayor Wiginton or Whitney Pitchford know if you plan to attend.
Council Reports:
Ward 2. Thanks to the PD for manning the warming station.
Ward 3. Please check on the pot holes around town.
Ward 6. The PSC met and talked about a new building and the possible need for financing for the new building in the future.
There being no further business before the council, and upon a motion by Councilmember Carr and a second by Councilmember Hall, with all councilmembers voting in favor, the council meeting was adjourned at 6:31 PM.
