MINUTES OF A REGULAR COUNCIL MEETING
OF THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF TALLASSEE, ALABAMA
FEBRUARY 9, 2026
The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Monday, February 9, 2026 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Wiginton and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.
Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the January 26, 2026 work session. On motion of Councilmember Hughey and a second by Councilmember Mosher, all councilmembers present voted to approve the minutes of the January 26, 2026 regular council meeting.
Mayor Wiginton then called the council’s attention to the agenda and the following occurred.
Item 1. The Floodplan Ordinance was introduced and will be voted on at the February 23, 2026 meeting.
Item 2. An ordinance amending ordinance 2020-565 was discussed. This ordinance will not allow any additional manufactured homes in the city limits. Councilmember Hall made a motion to approve the ordinance, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously. Ordinance 2026-702 was adopted.
Item 3. Carmen Rogers with the Chamber of Commerce read a proclamation for the 100th anniversary of the Martin Dam. Councilmember Carpenter made a motion to approve the proclamation, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.
Item 4. Mayor Wiginton and Council members recognized and presented a plaque to Judge Linda Benson. Judge Benson has been the judge for the City of Tallassee for over 37 years.
Item 5. A Resolution for Rebuild Alabama was discussed. This is a resolution for the Mayor and CARPDC to apply to ALDOT under the RAA grant program for a structural assessment of the old railroad bridge below Thurlow Dam. Councilmember Hall made a motion to approve the resolution, seconded by Councilmember Hughey. Upon a vote, the motion passed unanimously. Resolution 2026-278 was adopted.
Mayor’s Reports:
*We need an ALM voting delegate and 2 alternates. Whitney needs this by March please.
*Mayor Wiginton asked the council to consider moving the council meetings back to Tuesdays.
*We will have a Town Meeting February 19th at 6PM in the court room. Everyone is invited.
Council Reports:
Ward 2. Thank you, Judge Benson-outstanding job for the City.
Ward 3. Thank you, Judge Benson, and thanks to the PD.
Ward 4. Judge Benson, 37 years—steadfast and commitment. Great job!
Ward 7. Hope you enjoy retirement, Judge Benson.
There being no further business before the council, and upon a motion by Councilmember Hughey and a second by Councilmember Hall, with all councilmembers voting in favor, the council meeting was adjourned at 6:27 PM.
