MINUTES OF A REGULAR COUNCIL MEETING
OF THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF TALLASSEE, ALABAMA
June 23, 2026
The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, June 23, 2026 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Wiginton and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.
Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Jones, all councilmembers present voted to approve the minutes of the June 9, 2026 work session. On motion of Councilmember Hughey and a second by Councilmember Brown, all councilmembers present voted to approve the minutes of the June 9, 2026 regular council meeting.
Mayor Wiginton then called the council’s attention to the agenda and the following occurred.
Item 1: Building Inspector Trey Taylor asked the council to consider rezoning property located at 2749 Gilmer Ave from Residential (R1) to General Business (GB). This is where the Head Start will be located. Councilmember Brown made a motion to rezone property located at 2749 Gilmer Ave from Residential (R1) to General Business (GB), seconded by Councilmember Carpenter. Upon a vote, the motion passed unanimously.
Item 2: Building Inspector Trey Taylor asked for the Council to consider approving the building plans for 906 Gilmer Ave., this is Eagle Motor Group. The Planning Commission has already approved the plans. Councilmember Hughey made a motion to approve the building plans for 906 Gilmer Avenue, seconded by Councilmember Carpenter. Upon a vote, the motion passed unanimously.
Item 3: Mayor Wiginton asked the Council’s opinion on getting John Smith to update the fees on certain ordinances that haven’t been updated recently. Councilmembers were in agreement for John Smith to work on updating the ordinances and for them to be introduced at the July 14th meeting.
Item 4: Mayor Wiginton asked the Council what they wanted to do about the downtown buildings owned by Wylie Troupe and if the City would be interested in making an offer of $150K. Councilmember Mosher asked if we could make an offer for less than $150K. Mayor Wiginton said that he didn’t have a problem with that. Councilmember Brown said that he didn’t want someone else to purchase the property before the City could. Councilmember Hughey made a motion to authorize the Mayor to negotiate with the realtor and bring it back to the Council, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.
Mayor’s Reports
*Councilmember Brown made a motion to approve the building department to cut grass and put a lien on property that have been properly notified and still have not taken care of the nuisance, seconded by Councilmember Mosher. Upon a vote, the motion passed unanimously.
*Mayor Wiginton asked the Council to review the information provided regarding Efootprint and noted that we would invite them to speak at the next meeting.
*Mayor Wiginton mentioned that Katie Segrest was willing to serve on the Personnel Board. Councilmember Brown made a motion to add Katie Segrest to the Personnel Board, seconded by Councilmember Carpenter. Upon a vote, the motion passed unanimously.
*CAAC wants to build a school in Tallassee. This will be wonderful for the City!
*GKN is moving out of the old sewing factory building that the City owns. We need ideas on what we could put in there. A skating ring would be great.
*Sargent Perry Gilliland was recognized on his retirement at the end of the month.
Council Reports:
Ward 1: Do we have a time frame on when CAAC is thinking? Mayor will find out.
Ward 2: Do we know how many square feet the old sewing factory is? Mayor Wiginton said that he didn’t have the exact footage but that he would find out.
There being no further business before the council, and upon motion of Councilmember Hughey and a second by Councilmember Brown, with all councilmembers present voting in favor, the council meeting was adjourned at 6:31 p.m.
