MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

July 14, 2026

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, July 14, 2026 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Wiginton and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.

Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Mosher, all councilmembers present voted to approve the minutes of the June 23, 2026 work session. On motion of Councilmember Hughey and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the June 23, 2026 regular council meeting.

Mayor Wiginton then called the council’s attention to the agenda and the following occurred.

Item 1: The Housing Authority requested Curry Hoyle to be the new commissioner. Councilmember Carr made a motion to approve Curry Hoyle as the new Housing Authority commissioner, seconded by Councilmember Mosher. Upon a vote, the motion passed unanimously.  

Item 2: The deed for 214 Central Blvd was discussed. The owner wants to give the City this property. Councilmember Carr made a motion to accept the property/deed, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.

Item 3: The Alabama Power lease was discussed. The City has leased this property by the library in the past. Councilmember Hall made a motion to approve the Alabama Power lease for the property located by the library, seconded by Councilmember Jones. Upon a vote, the motion passed unanimously.

Item 4: Trey Taylor asked the council to consider taking ownership of 54 Log Circle. The current owner asked for a tax credit of $1400. John Smith noted that the city has no authority on a tax credit amount and that would be between the owner and his accountant. Councilmember Hall made a motion to accept the property located at 54 Log Circle and to pay up to $1500 in closing cost, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.

Item 5: An Ordinance regarding prohibiting squat vehicles and non-functioning or modified mufflers was introduced.

Item 6: An Ordinance regarding prohibiting skateboarding and related activities on city property was introduced. Councilmembers asked for the ordinance to be modified to only include the historic district.

Item 7: An Ordinance amending Ordinance 02-384 regarding the dumping of rubbish-public nuisance was introduced.

Item 8: An Ordinance amending Ordinance 90-259 regarding loud or excessive noise was introduced.

Item 9: The purchase of property in the downtown area was discussed again. Mayor Wiginton discussed with the realtor and they are not interested in taking less than $150,000. Councilmember Hughey appreciates the finances that Councilmember Hall put together for them. Councilmember Carpenter said that he wants to sit down with the finance committee before they made any decisions. Councilmember Hughey made a motion to table this for now, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.   

Mayor’s Reports

*Traffic Light-what do you want me to do? It’s $80,000 to fix it. Currently, it’s a caution light. Mayor noted that he was in favor of taking the light down. John Smith said that we needed to check with ALDOT before making any moves. Mayor Wiginton said that he would contact ALDOT.

*Don Dennis agreed to take trees out of the 1852 Mill for $8000. If the Council wants to do this, we will need to give this money to the TRA. Councilmember Hughey made a motion to suspend the rules, seconded by Councilmember Carpenter. Upon a roll call vote, the motion passed unanimously. Councilmember Hughey made a motion to add $8000 to the budget to give to the TRA, seconded by Councilmember Carpenter. Upon a vote, the motion passed unanimously.

*American Sweeping gave the City a quote per sweep quarterly of $1375 for 12 miles. This will be $5500/year. Just something to consider for the upcoming budget.

*Police Station roof-waiting on bids currently but we have to fix this.

*Brooke Rigsby to discuss Project 4:12-very successful 1st weekend. Worked at over 40 sites in the area.

Council Reports:

Ward 1: Project 4:12-thank you! And thank you Council for the discussion tonight.

Ward 2: Agree with Councilmember Carpenter, thank you! A special thank you to the utility department!

Ward 3: Echoing the thanks to Project 4:12. PSC-please look at the Police Department, we need to do something.

Ward 4: Project 4:12-thank you for being a light!

Ward 6: Love the mission of Project 4:12 and love that they provide an opportunity to get out of the bubble. Something has to be done for the PD. Please go look at the hospital building. Consider the old sewing factory.

Ward 7: Wanted to brag on Troy Stubbs and Will Barfoot, they helped with the grant filing on the Bell replacement for the historical society and they received the grant!

There being no further business before the council, and upon motion of Councilmember Hughey and a second by Councilmember Carpenter, with all councilmembers present voting in favor, the council meeting was adjourned at 6:44 p.m.
