MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

DECEMBER 13, 2022

 

 

 

 

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, December 13, 2022 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hill and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.

 

Approval of minutes: On motion of Councilmember Carr and a second by Councilmember Hall, all councilmembers present voted to approve the minutes of the November 7, 2022 regular city council meeting. On motion of Councilmember Brown and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the November 28, 2022 special city council meeting.

Item 1. An ordinance regarding shut off valves was introduced. Councilmember Taunton made a motion to suspend the rules, seconded by Councilmember Hall. Upon a roll call vote, the motion passed unanimously. Councilmember Hughey made a motion to adopt the ordinance regarding shut off valves, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously. Ordinance 2022-684 was adopted.

Item 2. An ordinance regarding temporary water connections was introduced. Councilmember Hall made a motion to suspend the rules, seconded by Councilmember Brown. Upon a roll call vote, the motion passed unanimously. Councilmember Godwin made a motion to adopt the ordinance regarding temporary water connections, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously. Ordinance 2022-685 was adopted.

Item 3. Chief Buce and Lieutenant Howard presented promotions for the police department including the following: Cpl Perry Gilliland to Sergeant, Cpl Dylan Tyler to Sergeant, Officer Blake Alexander to Sergeant, Officer Brad Rutland to Corporal, and Officer Lane Rigsby to Corporal.

Item 4. Estimates for Bell Park were emailed to council members. The Tallassee Chamber of Commerce got an estimate from Heritage Builders for $5000. Councilmember Godwin made a motion to use up to $5000 from the economic development line item for the sign in Bell Park, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.

Item 5. Removed.

Item 6. Resolution condemning 402 James Street. This is a house that burned down and the Fire Department will use it for training purposes. Councilmember Hall made a motion to approve the Resolution condemning 402 James Street, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously. Resolution 2022-233 was adopted.

Item 7. The land acquisition by AES was discussed. Councilmember Taunton made a motion to surplus Parcel 1, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously. Councilmember Taunton made a motion to surplus Parcel 2, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously. Councilmember Godwin made a motion to sell Parcel 1 for the market value of $20,000, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously. Councilmember Brown made a motion to sell Parcel 2 for the market value of $30,000, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.

Item 8. Updating the ADEM SRF responsible official to Mayor Hill was discussed. Councilmember Brown made a motion to update the ADEM SRF responsible official to Mayor Hill, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.

 

Mayor’s Reports:

  1. Library Board-be thinking about appointments for the January meeting.
  2. Chief Buce gave an update on the jail costs—they are improving.
  3. Severe weather-the storm shelters are open.

 

Council Reports

Ward 1. Congrats to the officers.

Ward 2. Thank you to the city employees for the city decorations and the Chamber of Commerce. Downtown looks great.

Ward 3. Congrats to the officers and Merry Christmas!

Ward 4. Finance meeting-polled ward 4 and most were willing to pay $5 for debris pickup. Noble Subdivision-December 23-Christmas Luminaries.

Ward 5. Congrats to officers and Merry Christmas!

Ward 6. Congrats to officers.

Ward 7. Congrats to officers and thanks to the officers & fire department for their help with the garbage fire.

There being no further business before the council, and upon motion of Councilmember Godwin and a second by Councilmember Taunton, all councilmembers present voted to adjourn the meeting at 6:17 p.m.
