MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

FEBRUARY 26, 2019

 

 

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, February 26, 2019 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor John Hammock and the following were recorded as present:

John Smith was present as city attorney and City Clerk Barbara Garnett acted as clerk for the meeting.

 

Mayor Hammock presented the minutes of the council work session held on Tuesday, February 12, 2019. There were no additions or changes. Upon motion of Council Member Wilson and a second by Council Member Hill, the minutes were approved by a unanimous vote.

Item 1: Mayor Hammock presented the issue of the Voting Delegates for the business meeting at the convention of the Alabama League of Municipalities. Council Member Taunton made a motion that Mayor Hammock be designated as the Voting Delegate and Council Member Wilson be designated as the Alternate. A second was made by Council Member Hill. Upon a vote, the motion passed unanimously.

 

Item 2: Mayor Hammock presented the Strategic Plan for the A.C.E. program. Upon a motion by Council Member Hill, a second by Council Member Godwin and a vote of the councilmembers, the motion passed unanimously.

 

Item 3: Mayor Hammock presented the Action Plan for the A.C.E. program. Upon a motion by Council Member Hill, a second by Council Member Taunton and a vote of the councilmembers, the motion passed unanimously.

 

Item 4: Mayor Hammock presented an agreement with CDG Engineers & Associates, Inc. for engineering and consulting services relative to the preparation of the plans and specifications for construction of the downtown utility relocation project in support of the TAP downtown square streetscape improvement project. Council Member Hill made a motion to approve the agreement with CDG Engineers and Associates, Inc. Council Member Carr made a second. Upon a vote, the motion passed unanimously.

 

Item 5: Mayor Hammock stated that the request from Mike and Denise Harper had been discussed in the work session prior to the council meeting. Council Member Hill made a motion to declare the property as surplus and advertise for bids. Council Member Carr made a second. Upon a vote, the motion passed unanimously.

 

Item 6: Mayor’s Reports: Mayor Hammock made the following comments:

Mayor Hammock stated that Building Inspector Andy Coker had taken a course on asbestos testing and passed the exam. He praised him for his willingness to do this which in turn should save the city about $800 for not having to outsource the testing anymore.

The Tallassee Economic Development Committee had been formed and that the first meeting is scheduled for Monday, March 11, 2019 at 6:00 p.m.

The annual community Easter egg hunt is scheduled for Saturday, April 13, 2019 from 12:00 to 2:00 p.m.

There would be a BBQ at 10:00 on Saturday, March 2, 2019 at Tom Whatley’s in Opelika.

Town Hall meeting is scheduled for Thursday, March 7, 2019 from 6:00 to 8:00 p.m.

God’s Congregational Holiness Church is having a dedication service on Saturday, March 9, 2019 at 3:00 p.m.

The Opening Ceremony for the Dixie Youth Baseball is scheduled for Saturday, March 23, 2019 at 1:00 p.m.

Elmore County Commission has donated $2,100 to God’s Congregational Holiness Church House of Love and Mercy, a place for battered women.

Mayor Hammock stated that the Elmore County Commission had spoken highly of the Tallassee Police Department. There had been numerous break-ins in Elmore County and the TPD had made an arrest at one of the local restaurants. Mayor Hammock praised the Police Department for a job well done.

Mayor Hammock presented a proclamation concerning Arbor Week. Upon a motion by Council Member Godwin, a second by Council Member Hill and a vote of the council members, the motion passed unanimously.

The replacement of the sidewalks in Jordanville from Jordan Avenue to 3rd Avenue would begin this week.

The topic of the timber at the airport had been discussed in the work session prior to the council meeting. Council Member Wilson made a motion to contract with Sizemore & Sizemore to administer the business of the sale of the timber at the airport. Council Member Godwin made a second. Upon a vote, the motion passed unanimously.

The council meeting for March 26, 2019 has been cancelled so the only council meeting in March will be March 12, 2019.

 

Item 7: Council Reports: Council Member Carr commended the Tallassee Police Department for the arrest of the burglary suspect. He also expressed appreciation to Mayor Hammock for the great work he’s doing and the much needed sidewalk replacement in Jordanville.

Council Member Godwin announced that a meeting of the Finance Committee is scheduled for Thursday, March 14, 2019 at 2:00 p.m.

Council Members Taunton, Hill, Wilson and Stough had no comments.

 

Item 8: There being no further business before the Council, upon a motion made by Council Member Hill and a second by Council Member Taunton, all Council Members present voted to adjourn the meeting. The meeting adjourned at 6:10 p.m.
