MINUTES OF A REGULAR COUNCIL MEETING
OF THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF TALLASSEE, ALABAMA
OCTOBER 13, 2020
The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, October 13, 2020 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hammock and the following were recorded as present:

John Smith was present as city attorney and City Clerk Whitney Pitchford acted as clerk for the meeting.
Mayor Hammock presented the minutes of the council work session held on Tuesday, September 22, 2020. There were no additions or changes. Upon motion of Council Member Hill and second by Council Member Taunton, the minutes were approved by a unanimous vote.

Item 1: A Resolution authorizing expenditure of monies was discussed during the work session. This Resolution would add Stephanie Hornsby to the City’s bank accounts as an additional signer. Council Member Hill made a motion to adopt the Resolution, seconded by Council Member Taunton. The motion was approved by a unanimous vote. Resolution 2020 656 was adopted.
Item 2: The Building Department requests additional grass cutting to complete the 2020 grass season. Building Inspector Andy Coker explained the six houses that needed additional cuts to finish out this grass season. Council Member Godwin made a motion to make up to 3 cuts, seconded by Council Member Taunton. Upon a vote, the motion passed unanimously.
Item 3: October 17th-block off roads for sidewalk sales/concert. This was discussed during the work session. Council Member Brown made a motion to approve this request, seconded by Council Member Taunton. Upon a vote, the motion passed unanimously.
Item 4: Bids for Laney Lift Station were discussed during the work session. Council Member Hill made a motion to accept the lowest bid of $ $671,485, seconded by Council Member Carr. Upon a vote, the motion passed unanimously. Council Member Hill made a motion to suspend the rules, seconded by Council Member Taunton. Upon a roll call vote, all Council Members present voted to suspend the rules. Council Member Hill made a motion to take additional funds from the Ad Valorem Tax account to pay for the additional amount of the lowest bid, seconded by Council Member Taunton. Upon a vote, the motion passed unanimously.
Item 5: The Recreational Center roof was discussed during the work session. Mayor will put out a general bid to advertise for bid.
Item 6: Mayor’s Reports.
Council Member Carr called me this week and he is wanting to do a hygiene and canned food drive. Bring these items to Wendy at City Hall. We need them by November 5th.
New school is going to be built.
Sidewalk sale this weekend in Downtown Tallassee.
Crystal Willis with Southern Girls Outfitters to address the council. Crystal wanted to extend the hours of the October 31st festival from 12PM-8PM. Council said they were good to go.
Downtown business owners are meeting this week at the chamber office and they are having a visioning workshop Thursday at 6PM.
Monday, November 2nd is the organizational meeting. Work session at 5PM and meeting at 6PM. Board of Education, Mayor, and City Council Members dress nice. The committees will be set.
Prison being located on Rifle Range Road.
I am going to the Alabama league of Municipalities conference in Montgomery October 27, 28, and 29. Do we want to have a meeting on the 27th? Council Member Hill made a motion to cancel the October 27th meeting, seconded by Council Member Taunton. Upon a vote, the motion passed unanimously.
Item 12: Council Reports:
Council Member Taunton wanted to say thanks for the last 4 years. We don’t always agree, but being able to handle yourself after is what matters. Looking forward to working with the new council.
Council Member Hill wanted to echo what Council Member Taunton said. We leave things better than we found them.
Council Member Carr wanted to echo what Council Members Taunton and Hill said.
Council Member Brown agreed with Council Members. So glad that we have a group that can work together. Always wants what is best for Tallassee.
Council Member Godwin is excited about what’s coming for Tallassee and looking forward to the new Council Members.
Item 13: There being no further business before the Council, upon a motion made by Council Member Hill and a second by Council Member Taunton, all Council Members present voted to adjourn the meeting. The meeting adjourned at 6:24 p.m.
