MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

NOVEMBER 23, 2020

 

 

 

 

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, November 23, 2020 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hammock and the following were recorded as present:

John Smith was present as city attorney and City Clerk Whitney Pitchford acted as clerk for the meeting.

 

Mayor Hammock presented the minutes of the council work session held on Tuesday, November 10, 2020. There were no additions or changes. Upon motion of Council Member Hill and second by Council Member Hall, the minutes were approved by a unanimous vote.

 

Mayor Hammock presented the minutes of the regular council meeting held on Tuesday, November 10, 2020. There were no additions or changes. Upon motion of Council Member Brown and second by Council Member Godwin, the minutes were approved by a unanimous vote.

 

Item 1: Adding stop signs at the intersection of Caldwell Street and North Ashurst Avenue was discussed. Council Member Hughey suggested that we table this item until he could talk to more people in his ward about this issue.

 

Item 2: Morgan Duckett wanted Leslie Ogburn to speak before him. Council Members had no objections to this request. Leslie Ogburn was moved to Item 2 on the agenda. Leslie Ogburn stated that she was a representative for No Prison for Tallassee. She stated that the group wanted to know why they were not aware of the prison coming to Tallassee. Mayor Hammock had already explained multiple times that he had signed a NDA. Council Member Hall notified Leslie Ogburn that her 3 minutes were up.

 

Item 3: Morgan Duckett stated that he was from Auburn University. He stated that he was here to oppose the prison. He immediately started a verbal attack on Mayor Hammock, stating things that had nothing to do with the prison. Attorney John Smith stepped in and asked him if he was here to talk about Mayor Hammock or the prison. Morgan Duckett said that he was getting to the prison. Council Member Hall notified Morgan Duckett that his 3 minutes were up and Morgan Duckett got loud continuing to talk.

 

Item 4: Mayor’s Reports.

Jim Oliver to address the council. Mr. Oliver requested to use the airport to fly model airplanes with a small group of individuals. John Smith will look over the liability and we will get back to him. Mr. Oliver will provide the insurance.

Southern Smokehouse BBQ wants to set up in front of the Recreational Center. Council Members suggested that we not start this because then we will have to let anyone set up there.

Podcast Tallassee Talk-wanting to promote the city. Council Members decided that any profits made off of this podcast will go to beautification.

No Holiday Market, Senior Center Christmas party, or Christmas tree lighting due to COVID.

There will be a Christmas parade. Council Members have the option to ride on a float and throw candy or walk if they want to participate.

CDBG grant for demolition of houses: we are in the process of finalizing right of entry and easement paperwork and contractor specifications. Brad Davis is confirming owner/lien holder addresses for the first round of properties and we anticipate mailing out and/or personally contacting owners for permission after Thanksgiving holidays.

Whatley drive project out to bid 12/2/2020 for 3 weeks. Bid opening date Thursday January 7th 2PM.

Tallassee Tap: Out to bid week 12/9/2020. Need local paper for 3 weeks and 1 time in state wide paper due to amount estimated. Pre-bid meeting January 7th at 3PM and bid opening January 14th at 3PM.

Laney Lift Station preconstruction December 17th at 2PM. Construction to commence mid-January.

Ward 2: Excited about the Whatley Drive project and Happy Thanksgiving.

 

Ward 3: Happy Thanksgiving.

Ward 4: No report.

 

Ward 5: Happy Thanksgiving.

 

Ward 6: No report.

 

Ward 7: No report.

 

Item 6: There being no further business before the Council, upon a motion made by Council Member Hill and a second by Council Member Godwin, all Council Members present voted to adjourn the meeting. The meeting adjourned at 6:42 p.m.
