MINUTES OF A REGULAR COUNCIL MEETING
OF THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF TALLASSEE, ALABAMA
NOVEMBER 26, 2019
The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, November 26, 2019 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hammock and the following were recorded as present:

John Smith was present as city attorney and City Clerk Whitney Moon acted as clerk for the meeting.
Mayor Hammock presented the minutes of the council work session held on Tuesday, November 12, 2019. There were no additions or changes. Upon motion of Council Member Hill and a second by Council Member Taunton, the minutes were approved by a unanimous vote.

Item 1: Surplus of the scout hut was discussed. Tammy Merrett stated that the scout hut was infested with termites and the roof was leaking. Council Member Godwin made a motion to tear down the scout hut, seconded by Council Member Taunton. Upon a vote, the motion passed unanimously.
Item 2: Free membership to the Recreation Department for city employees was considered. Council will visit the idea of adding city employee spouses in the future. Upon a motion by Council Member Wilson, seconded by Council Member Stough, the motion to allow city employees free membership to the Recreation Department was approved by a unanimous vote.
Item 3: A Resolution concerning the Assistance to Firefighters grant application was considered. Council Member Hill made a motion to approve the Resolution, seconded by Council Member Taunton. Upon a vote, the passed unanimously. Resolution 2019-628 was adopted.
Item 4: Tallassee Mt Vernon Theatre Retail Beer and Retail Table Wine application was considered. . Council Member Stough made a motion to approve the application, seconded by Council Member Brown. Upon a vote, the motion passed unanimously.
Item 5: Public Hearing concerning the vacation of unimproved public streets located in Carville behind what was formerly known as “Goss’s Service Station.” Mayor Hammock opened the public hearing. Mayor Hammock closed the public hearing after no one had anything to add. Council Member Godwin made a motion to suspend the rules, seconded by Council Member Taunton. Upon a roll call vote, the motion was approved by a unanimous vote. Council Member Godwin made a motion to approve the vacation of the unimproved public streets, seconded by Council Member Hill. Upon a vote, the motion passed unanimously. Resolution 2019-629 was adopted.
Item 6: Mayor’s Reports: Council Members were invited to the Chamber Luncheon on December 5th at 12PM at the Community Hospital. McCraney-Cottle Arts Council presents Sounds of the Season December 5th at 7PM and tickets are $10. The City Council and Fire Department checks will not be ready until the second week in December because the City Clerk has to be at a conference. The Holiday Market starts at 4PM on December 6th and the Christmas tree lighting will be at 6PM in Veteran’s park. December 6th at 8AM there is an employee appreciation breakfast at 1220 Café. The Christmas parade will be December 7th at 10AM. The Time Capsule ceremony with the Historical Society will be after the parade. The Senior Center Christmas party is December 12th at 6PM. Chief Higgins will teach a class on women’s safety December 14th at 12PM at God’s Congregational holiness church. Santa Paws will be at Urban Tails December 14th from 4PM-6PM taking donations to help Lake Martin Animal Sanctuary and Elmore County Humane Shelter. Wall Street Senior Center will have their Christmas party December 19th at 6PM. Mayor Hammock gave an update on both the gas replacement and Downtown Tallassee. Mayor Hammock thanked Council Member Carr, Bishop Gauntt, Chief of Police, Fire Chief, Andy Coker, CARPDC, and the Tallassee Tribune for their help in getting the CDBG of $250,000 with a $25,000 match. Mayor Hammock will be working with Bishop Gauntt and the house of love and mercy to write a grant to submit to RC&D to help build a community park in the Jordanville area.
Item 7: Council Reports: Council Members Hill, Wilson, Brown, Godwin, and Stough had nothing to report. Council Member Taunton stated that he is looking at the email on his phone with information regarding the council meeting, not playing games. Council Member Carr wanted to wish everyone a Happy Thanksgiving and to express his thanks to Mayor Hammock, Chief Higgins, Andy Coker, and everyone else involved for working together to get the CDB Grant.
Item 8: There being no further business before the Council, upon a motion made by Council Member Hill and a second by Council Member Taunton, all Council Members present voted to adjourn the meeting. The meeting adjourned at 6:13 p.m.
