MINUTES OF A REGULAR COUNCIL MEETING
OF THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF TALLASSEE, ALABAMA
DECEMBER 8, 2025
The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Monday, December 8, 2025 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Wiginton and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.
Approval of minutes: On motion of Councilmember Carr and a second by Councilmember Carpenter, all councilmembers present voted to approve the minutes of the November 10, 2025 work session. On motion of Councilmember Hall and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the November 10, 2025 regular council meeting.
Mayor Wiginton then called the council’s attention to the agenda and the following occurred.
Item 1. Mayor Wiginton asked the Council’s opinion on the December 22nd council meeting. Councilmember Hughey made a motion to cancel the December 22nd council meeting, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.
Item 2. Mayor Wiginton presented a copy of the proposed surplus list from the city shop. This is equipment that is no longer in use. Councilmember Hughey made a motion to surplus the list from the city shop and to accept sealed bids to be voted on at the January 12th meeting, seconded by Councilmember Mosher. Upon a vote, the motion passed unanimously.
Item 3. Mayor Wiginton discussed a digital billboard. John Smith stated that we would need to surplus the property in order to lease it. James Garner stated that the property was originally set aside for a future water tank. Mayor and Council decided to table this item until the January 12th meeting.
Item 4. Mayor Wiginton discussed amending the business license ordinance. Add this to the January 12th meeting.
Item 5. Mayor Wiginton asked the council about going full time January 2, 2026. No action taken. Hold off until the new budget.
Item 6. A resolution concerning the municipal judge was discussed. Councilmember Hall made a motion to approve the resolution and appoint Judge Ben Hand as the City of Tallassee’s municipal judge effective January 1, 2026 for a 2-year term, seconded by Councilmember Mosher. Upon a vote, the motion passed unanimously.
Mayor’s Reports:
Mayor Wiginton discussed the lease for the Bonner’s building for the Recreation Department to use while the new Community Center is being built. The rent is $2000/month plus $3989/year for insurance. Councilmember Hall made a motion to approve the lease of the Bonner’s building, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.
Mayor Wiginton asked the council if the City wanted to hire Tiger Nation to be our media specialist for the City. It’s $6000/year. This will keep citizens informed. Councilmember Carpenter made a motion to pay Tiger Nation $6000/year to be the City’s media specialist, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.
Council Reports:
Ward 2: The decorations look beautiful! Thank you to everyone who helped with them. The greenspace in the downtown area—Downtown needs an anchor-we need to decide if we want retail or office space. Start thinking of ideas and reach out to Mrs. Linda.
Ward 4: Be on the float at 8:30AM.
Ward 7: Agree with Councilmember Mosher, we need an anchor for Downtown.
There being no further business before the council, and upon a motion by Councilmember Carr and a second by Councilmember Mosher, with all councilmembers voting in favor, the council meeting was adjourned at 6:37 PM.
