MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

MARCH 9, 2026

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Monday, March 9, 2026 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Wiginton and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.

Approval of minutes: On motion of Councilmember Hall and a second by Councilmember Brown, all councilmembers present voted to approve the minutes of the February 23, 2026 work session. On motion of Councilmember Carr and a second by Councilmember Mosher, all councilmembers present voted to approve the minutes of the February 23, 2026 regular council meeting.

Mayor Wiginton then called the council’s attention to the agenda and the following occurred.

Item 1: Eric Phillips asked the Mayor and Council to consider surplusing the list of items from the Rec Department that is not worth anything and to allow the public to get it for free if they want it. Councilmember Brown made a motion to approve the list of surplus items and for the items to be free to anyone who needs them, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.

Item 2: Carmen Rogers is getting information and a date for an Easter Egg Hunt at City Hall.  

Item 3: The mobile home ordinance was discussed. Mayor and Council asked John Smith to draft an ordinance to amend the current one. John Smith asked the Mayor and Council to email him the new suggested amendments and he would get them added.

Item 4: Mayor Wiginton asked the Council’s opinion on moving the council meeting days from Mondays to Tuesdays so that he could attend the Elmore County Commission meetings. Council had no issue. John Smith will amend our current ordinance 2025-696 and this will be on the next agenda.

Mayor’s Reports

  • Mayor Wiginton asked the council to review the proposal for visual structural examination of the historic Tallapoosa River Railroad Bridge for $2400. The city would need to add this money to the TRA line item and let them handle it since the bridge belongs to the TRA. Councilmember Hall made a motion to suspend the rules, seconded by Councilmember Brown. Upon a roll call vote, the motion passed unanimously. Councilmember Hall made a motion to add $2400 to line item 01-514-5219, seconded by Councilmember Mosher. Upon a vote, the motion passed unanimously.
  • We need a voting delegate and a first alternate for the ALM. This is for the ALM annual convention on April 30th. Councilmember Hall made a motion to appoint Councilmember Brown as the voting delegate and Councilmember Carpenter as the first alternate, seconded by Councilmember Mosher. Upon a vote, the motion passed unanimously.
  • Vanessa Farmer lives on 3rd Street-states there is an abundance of stray cats and wants to see if there is anything that the City can do to help. Mayor Wiginton is getting with Chief Buce and animal control to discuss.
  • Rodney Griffith is building houses and wants the City to help pave some of Rosewood Drive where it is bad. The estimate is $49,000 and Rodney said that he would be willing to cover some of the expense. This money is not in the budget, so we would need to suspend the rules if the council wishes to pave the road. John Smith asked the Mayor and Council if this was a City road. We could not confirm that this was a City road so there was no motion.
  • Taylor Road water line-not in the City limits. We took this over from Central Elmore years ago. There is 10 miles that needs to be replaced. Roughly $44/foot. Looking at $232,320/mile and $2.3 million for the project.

Ward 2: Clean up day-Please come help us!

Ward 3: Great job Trey! If a manufactured/modular home does not fit on the lot, we don’t need to approve it going forward.

There being no further business before the council, and upon motion of Councilmember Carr and a second by Councilmember Hall, with all councilmembers present voting in favor, the council meeting was adjourned at 6:31 p.m.
