MINUTES OF A REGULAR COUNCIL MEETING
OF THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF TALLASSEE, ALABAMA
MARCH 11, 2025
The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, March 11, 2025 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor and the following were recorded as present:

Fred Randall Hughey
John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.
Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Taunton, all councilmembers present voted to approve the minutes of the February 25, 2025 work session. On motion of Councilmember Hughey and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the February 25, 2025 regular city council meeting.
Mayor Hill then called the council’s attention to the agenda and the following occurred.
Item 1. Chief Buce presented promotions to officers.
Item 2. Councilmember Hughey and Mayor Hill presented the late Art Lamberth’s family with a proclamation and plaque.
Item 3. Mayor Hill and Council discussed the recommendation to award for the Tallassee WTP Upgrades. Councilmember Hall made a motion to accept the bid, seconded by Councilmember Godwin. Upon a vote, the motion passed unanimously.
Item 4. The Ordinance changing council meetings from Tuesdays to the second and fourth Mondays was introduced. Councilmember Hall made a motion to suspend the rules, seconded by Councilmember Taunton. Upon a roll call vote, the motion passed unanimously. Councilmember Godwin made a motion to approve the Ordinance, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously. Ordinance 2025-696 was adopted.
Item 5. The Arbor Day proclamation was introduced. Councilmember Taunton made a motion to approve the proclamation, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.
Item 6. A Resolution authorizing formal amendment to CDBG demolition grant was discussed. Councilmember Hall made a motion to approve the resolution, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously. Resolution 2025-246 was adopted.
Item 7. Mayor Hill and Council discussed the Municipal Water Pollution Prevention Resolution. Councilmember Hall made a motion to approve the Municipal Water Pollution Prevention Resolution, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.
Item 8. Mayor Hill and Council discussed creating a line item for repairs in the water department and adding $20,000 to the budget. Councilmember Carr made a motion to suspend the rules, seconded by Councilmember Hughey. Upon a roll call vote, the motion passed unanimously. Councilmember Taunton made a motion to create a line item for repairs in the water department and add $20,000 to the budget, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.
Mayor’s Reports:
*ALM voting delegate. Council please be thinking about this.
*Downtown business owners to have Easter Egg Hunt April 12th. Permission to close Sistrunk, James, and part of S. Ann. Councilmember Hughey made a motion to close the mentioned roads with the help of the Police Department, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.
*Good news! The Scoop is reopening and we have two new businesses, The Coffee Cow is now open and The Corner Room is opening soon! Thank you to these small business owners!
Council Reports:
Ward 1: Thanks, Council, for Rental Property Ordinance.
Ward 2: Thanks Chief and the Police Department and thank you Mayor and Council.
Ward 3: Thanks Chief! Wants to get tickets going instead of just warnings. Coy Thomas invited Mayor and Council to the opening ceremonies.
Ward 4: Congrats to officers on promotions!
Ward 6: Pass on condolences to Lt. Howard.
Ward 7: Jr. Carleton-request for in kind service for shop-Eric met with them.
There being no further business before the council, and upon a motion by Councilmember Hall and a second by Councilmember Carr, will all councilmembers voting in favor, the council meeting was adjourned at 6:18 PM.
