  MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

APRIL 14, 2025

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Monday, April 14, 2025 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.

Approval of minutes: On motion of Councilmember Carr and a second by Councilmember Hall, all councilmembers present voted to approve the minutes of the March 11, 2025 work session. On motion of Councilmember Hall and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the March 11, 2025 regular city council meeting.

Mayor Hill then called the council’s attention to the agenda and the following occurred.

Item 1. Coach Mask recognized the State Champion wrestlers. Mayor and Council congratulated them.      

Item 2. A proclamation for Robbie Glasscock was introduced. Councilmember Hughey made a motion to approve the proclamation, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.    

Item 3. Did not show.   

Item 4. The bid for the RAA grant was discussed. Gary Ingram Grading and Paving had the low bid of $182,860.75. This is below the grant amount so there will be no match. Councilmember Hall made a motion to accept the bid, seconded by Councilmember Hughey. Upon a vote, the motion passed unanimously.

Item 5. The President of the Chamber of Commerce, Michelle Cole, and Vice President Joey Wigington asked Mayor Hil and Council for $5000 to increase the current $20,000 salary for the part time Chamber Director position. They haven’t been able to get anyone interested with the current salary. Mayor and Councilmembers said they would look at this coming up budget.

Item 6. Mayor Hill and Council discussed amending the budget for Neptune 360. The server crashed and this is the reading software that is required. Councilmember Godwin made a motion to suspend the rules, seconded by Councilmember Hall. Upon a roll call vote, the motion passed unanimously. Councilmember Godwin made a motion to add $4375 to 03-516-5161 and $4375 to 04-519-5161, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.

Item 7. Mayor Hill and Council discussed surplusing property at 305 Barnett Blvd. Copperhaven Builders, LLC had the property appraised. The appraisal came in at $1600. This property would be used for a dumpster. Councilmember Hall made a motion to surplus the property, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously. Councilmember Hall made a motion to transfer the property to Copperhaven Builders, LLC for economic development, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.

Item 8. Mayor Hill and Council discussed surplus of certain police cars listed below.

Councilmember Hughey made a motion to surplus the listed vehicles, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.

Mayor’s Reports:  

Cliff Paschal’s wife passed away this weekend. City Hall will be closed Thursday, April 17th from 9:30-12 to allow employees to attend the visitation and funeral.

Council Reports:

Ward 4: Thanks Mayor Hill and everyone who had a part in the RAA grant!  

There being no further business before the council, and upon a motion by Councilmember Carr and a second by Councilmember Hall, will all councilmembers voting in favor, the council meeting was adjourned at 6:19 PM.
