MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

APRIL 14, 2026

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, April 14, 2026 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Wiginton and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.

Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Brown, all councilmembers present voted to approve the minutes of the March 23, 2026 work session. On motion of Councilmember Hughey and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the March 23, 2026 regular council meeting. On motion of Councilmember Hughey and a second by Councilmember Mosher, all councilmembers present voted to approve the minutes of the April 7, 2026 special council meeting.

Mayor Wiginton then called the council’s attention to the agenda and the following occurred.

Item 1: Mayor Wiginton asked the councils opinion on retaining Rick Howard for pending litigation. Councilmember Hall made a motion to approve retaining Rick Howard for pending litigation, seconded by Councilmember Hughey. Upon a vote, the motion passed unanimously.   

Item 2: Road Runner Package Store-consumable hemp products application was discussed. Councilmember Brown made a motion to approve the Road Runner Package Store consumable hemp products application, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.   

Item 3: Mayor Wiginton and Council discussed the surplus items that were bid on. Councilmember Hughey made a motion to approve all of the listed bids on the attached sheet, seconded by Councilmember Carpenter. Upon a vote, the motion passed unanimously.

Mayor’s Reports

*Time Donation-Lori Lamb wants to donate 16 vacation hours to Andrea Thornton. Councilmember Carr made a motion to approve the time donation, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.

*MOU-E-footprints-a company with grants-we don’t pay unless we get a grant. This MOU is just to be able to use the company. We will ask for approval for each grant. Councilmember Hall made a motion to approve the MOU for E-footprints, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.

*Red, White, and Blue Festival is in 2 weeks.

*Data Center possibly looking at the old 1852 mill—early stages.

Council Reports:

Ward 7: Fire Department has a demo tonight.   

There being no further business before the council, and upon motion of Councilmember Hall and a second by Councilmember Brown, with all councilmembers present voting in favor, the council meeting was adjourned at 6:16 p.m.
