MINUTES OF A REGULAR COUNCIL MEETING
OF THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF TALLASSEE, ALABAMA
JUNE 11, 2024
The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, June 11, 2024 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hill and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.
Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Godwin, all councilmembers present voted to approve the minutes of the May 14, 2024 work session. On motion of Councilmember Hughey and a second by Councilmember Brown, all councilmembers present voted to approve the minutes of the May 14, 2024 regular city council meeting.
Item 1. Troy Stubbs gave a legislature update.
Item 2: Councilmembers discussed Avenu and State for tax collection. Councilmember Taunton made a motion to go with the State for tax collection, seconded by Councilmember Hughey. Upon a vote, the motion passed unanimously. Resolution 2024-239 was adopted.
Item 3: City Fest is June 22, 2024 at City Hall. Mayor and Councilmembers agreed to open City Hall for restrooms.
Item 4: Mayor sent an email regarding Musco Lighting options and asked Councilmember to review it. We will add to the next agenda.
Item 5: Mayor Hill recognized Rec Director Eric Phillips for the increase in new memberships that the Rec Department has gotten since he started. This is a great improvement!
Item 6: A donation for the 10U girls softball State tournament in Gardendale was discussed. Mayor Hill noted that we usually give $500 for in State tournaments. Councilmember Taunton made a motion that the City donate $500 from the appropriations line item for the 10U girls softball State tournament, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.
Mayor’s Reports:
*Mayor Hill mentioned that the boys 8U Allstars are going to Oxford. We currently have $300 remaining in our appropriations line item, we would need to suspend the rules and move $200 to be able to donate $500. Councilmember Hughey made a motion to suspend the rules, seconded by Councilmember Godwin. Upon a roll call vote, the motion passed unanimously. Councilmember Carr made a motion to move $200 from 01-514-5070 to 01-514-5225, seconded by Councilmember Godwin. Upon a vote, the motion passed unanimously. Councilmember Godwin made a motion to donate $500 to the Boys 8U Allstar team, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.
*The appointment of acting municipal Judge Clay Hornsby was discussed. Councilmember Taunton made a motion to approve the appointment, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.
*Investiture ceremony of Ben Basley as District Judge-June 21, 2024. Councilmembers are invited.
*Resolution giving Mayor Hill approval to enter into grant with ADEM regarding the drinking water filter plant upgrades. Councilmember Hall made a motion to approve the resolution, seconded by Councilmember Brown. Upon a vote, Resolution 2024-240 was adopted.
*There are 4 vehicles from the Sheriff’s office available for our Police Department to purchase for $25,000. We will need to suspend the rules and move the $19,187.02 received from insurance reimbursement last fiscal year to the vehicle line item. Councilmember Hall made a motion to suspend the rules, seconded by Councilmember Godwin. Upon a roll call vote, the motion passed unanimously. Councilmember Godwin made a motion to move $19,187.02 from the previous fiscal year insurance reimbursement to the police department vehicle purchase line item to purchase 4 vehicles from the Sheriff’s Office for $25,000, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.
Council Reports
Ward 1: The City doesn’t clean up after evictions. The property owner handles that.
Ward 2: Great job Rec Department.
Ward 3: Thanks to the Mayor and Council for all that you do.
Ward 4: Downtown looks great!
Ward 5: Thanks to the building department. Great job!
Ward 6: Thanks to PD, traffic has improved. Update from Eric Jones on CDBG Grant-There are 14 structures that we’re tearing down, bid packets should go out next week. Looking at 60-90 days to tear down.
Ward 7: Streetscape work is beautiful. The Woodall Mosaic has been moved and looks great!
There being no further business before the council, and upon motion of Councilmember Carr and a second by Councilmember Taunton, all councilmembers present voted to adjourn the meeting at 6:30 p.m.
