MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

JULY 21, 2020

 

 

 

 

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, July 21, 2020 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hammock and the following were recorded as present:

John Smith was present as city attorney and City Clerk Whitney Moon acted as clerk for the meeting.

 

Mayor Hammock presented the minutes of the council work session held on Tuesday, June 23, 2020. There were no additions or changes. Upon motion of Council Member Hill and second by Council Member Carr, the minutes were approved by a unanimous vote.

 

Mayor Hammock presented the minutes of the regular council meeting held on Tuesday, June 23, 2020. There were no additions or changes. Upon motion of Council Member Taunton and second by Council Member Brown, the minutes were approved by a unanimous vote.

 

Item 1: The Recreation Department’s roof was discussed. Mayor Hammock and Council Member Taunton will call to get prices and discuss further at another council meeting.

 

Item 2: The Superintendent’s House was discussed. Bob Taunton gave estimate of work done to the house. Council Member Godwin made a motion that once the title reverts back to the city, to declare the property as surplus, and donate it to the Historical Society, seconded by Council Member Hill. Upon a vote, the motion passed by a majority vote. Council Member Wilson voted nay.

 

Item 3: Help for Stephanie was discussed in the work session. Council Member Godwin made a motion to authorize Mayor Hammock to get the job description together and start the hiring process, seconded by Council Member Hill. Upon a vote, the motion passed by a unanimous vote.

 

Item 4: An Admin Assistant was discussed for James and Troy in the work session. Council Member Hill made a motion to authorize Mayor Hammock to get the job description together and start the hiring process, seconded by Council Member Taunton. Upon a vote, the motion passed by a majority vote. Council Member Wilson voted nay.

 

Item 5: A Resolution concerning Tier I retirement was discussed. Council Member Taunton made a motion to adopt the resolution, seconded by Council Member Hill. Upon a vote, the motion passed unanimously. Resolution 2020-643 was adopted.

 

Item 6: Bid openings for the gas line project were discussed. Council Member Hill made a motion to suspend the rules, seconded by Council Member Godwin. Upon a roll call vote, the motion was approved by a unanimous vote. Council Member Taunton made a motion to sweep $82,390 from the infrastructure account to put with the $200,000 in the budget, seconded by Council Member Hill. Upon a vote, the motion passed unanimously.

 

Item 7: The old audio equipment was discussed in the work session. Council Member Hill made a motion to surplus the old audio equipment, seconded by Council Member Taunton. Upon a vote, the motion passed unanimously.

 

Item 8: Mayor’s Reports.

 

Waste water treatment plant is at the 35% design phase. Initiate geotechnical investigations on July 23. Submission of 60% design documents on September 30. Begin construction January 2021. Estimated construction completion date is February 2022. Using the Ad Valorem Tax account to pay for this.

CDBG grant we are still doing title work. We are having delays getting into the court houses to do the work. This is why it is taking so long.

TAP grant project we have everything to ALDOT and waiting for them to review everything and give us the green light.

Tallaweka water tank project we are testing the system and hope to be under construction by the end of the month.

Whatley Drive drainage project we are about 2 weeks from advertising for bids.

I have reviewed the plans for the Laney lift station project. 2 weeks form advertising for bid.

We are working with a company looking at all the water and sewer pump stations. We have 4 water booster stations, 14 sewer lift stations, and 4 water tanks. We are getting prices to do a SCADA system.

Last week Councilman Carr and Godwin went with me to the County Commission meeting to address the ambulance issues. Chief Higgins was there along with Deputy Fire Chief David Rogers.

City Clerk to go out with maternity leave in December. I need another signer. I suggest Stephanie Hornsby.

Item 9: Council Reports:

Council Member Taunton wanted to thank the citizens of Tallassee for shopping locally.

Council Member Hill is excited about the Whatley Drive Project and the Tallaweka Tank Project. If you have any questions, call her.

Council Member Carr had no report.

Council Member Wilson had no report.

Council Member Brown had no report.

Council Member Godwin wanted to look at budget numbers with the finance committee and wanted a meeting the second or third week in August. Wylie Troupe has 2 or 3 bids in. Ask Building Inspector Andy Coker to contact Wylie Troupe to be at the first meeting in September with his contractor.

Council Member Stough no report.

 

Item 10: There being no further business before the Council, upon a motion made by Council Member Hill and a second by Council Member Taunton, all Council Members present voted to adjourn the meeting. The meeting adjourned at 6:13 p.m.
