MINUTES OF A REGULAR COUNCIL MEETING
OF THE MAYOR AND THE CITY COUNCIL OF THE
CITY OF TALLASSEE, ALABAMA
AUGUST 13, 2019
The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, August 13, 2019 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor John Hammock and the following were recorded as present:

John Smith was present as city attorney and City Clerk Barbara Garnett acted as clerk for the meeting.
Mayor Hammock presented the minutes of the council work session held on Tuesday, July 23, 2019. There were no additions or changes. Upon motion of Council Member Hill and a second by Council Member Wilson, the minutes were approved by a unanimous vote.
Mayor Hammock presented the minutes of the regular council meeting held on Tuesday, July 23, 2019. There were no additions or changes. Upon motion of Council Member Taunton and second by Council Member Brown, the minutes were approved by a unanimous vote.
Mayor Hammock presented the minutes of a work session meeting held on Wednesday, July 31, 2019. There were no additions or changes. Upon motion of Council Member Carr and a second by Council Member Godwin, the minutes were approved by a unanimous vote.
Item 1: Elizabeth Harrison from R.O.S.S. was not present.
Item 2: Mayor Hammock explained that the positions held by Ann Christian and Rick Dorley on the Industrial Development Board were due for reappointment. Ann Christian was not interested in continuing to serve but Rick Dorley had expressed interest in continuing to serve. Mayor Hammock also reported that Griffin Pritchard, Rob Rygiel and Noah Griggs, Jr. had stated that they would be interested in serving on the IDB. Council Member Stough expressed his appreciation for the years they served, that this is a volunteer position and they had done an outstanding job. Council Member Hill made a motion to nominate Griffin Pritchard, Council Member Wilson made a second. Upon a vote, the motion passed with a majority vote of 5 yays, 2 nays. Council Members Taunton and Stough voted nay.
Council Member Wilson made a motion to nominate Noah Griggs, Jr. Council Member Hill made a second. Upon a vote, the motion passed with a majority vote of 4 to 3. Council Members Taunton, Godwin and Stough voted nay. Council Member Godwin stated that he was not voting against Mr. Griggs personally but he had his own nomination to make if given the opportunity.
Item 3: Mayor Hammock presented a list of vehicles that were to be considered for surplus: 1999 Chevrolet 1500, 1995 Ford F350 and a 2003 Dodge Durango. Council Member Wilson made a motion that these vehicles be declared surplus. Council Member Hill made a second. Upon a vote, the motion passed unanimously.
Item 4: Mayor Hammock stated that since the report concerning the old Hotel Talisi property located at 14 Sistrunk was given in the work session, it would be removed from the agenda.
Item 5: Mayor’s Reports: Mayor Hammock reported on the following:
Twinkle Cavanaugh, President of the Public Service Commission would be here at 10:00 a.m. on August 14, 2019 to look at the gas line replacement project along Highway 14. He invited all Council Members to attend.
Chamber Chat is scheduled for August 15, 2019 at 6:30 p.m. and Louie’s Snow Cones.
Mayor Hammock invited Council Members to attend the department head meeting scheduled for Friday, August 16, 2019 at 8:00 a.m. in the City Hall Conference Room.
The U.N.I.T.Y Freedom Walk is scheduled for Saturday, August 17, 2019 at 9:00 a.m. It will start at the football stadium.
Retirement Celebration for City Clerk Barbara Garnett will be Wednesday, August 21, 2019 at City Hall from 1:00 to 3:00 p.m.
Item 6: Council Reports: Council Members Taunton and Godwin expressed appreciation to Rick Dorley and Ann Christian for the years of services on the Industrial Development Board.
Council Members Hill, Carr and Brown expressed their thanks to City Clerk Barbara Garnett for 25 years of service.
Council Member Wilson stated that the new employee needs to be given the opportunity to attend the necessary clerk training conferences.
Council Member Godwin expressed appreciation to City Clerk for her work on the budget. He announced that the finance committee would be meeting on Thursday, August 15, 2019 at 1:00 p.m. for preliminary discussion of the budget.
Council Member Stough had no comments.
Item 7: There being no further business before the Council, upon a motion made by Council Member Stough and a second by Council Member Carr, all Council Members present voted to adjourn the meeting. The meeting adjourned at 6:12 p.m.
