MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

OCTOBER 27, 2025

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Monday, October 27, 2025 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hill and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.

Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the September 22, 2025 work session. On motion of Councilmember Hughey and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the September 22, 2025 regular council meeting.  

Mayor Hill then called the council’s attention to the agenda and the following occurred.

Item 1. Mayor Hill discussed the 23/24 audit. There were no findings. Councilmember Taunton made a motion to approve the 23/24 audit, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.      

Item 2. Mayor Hill discussed a proposal with the IDB. The proposal suggests the dedication by the IDB to the City of certain roadways, the acceptance by the City of such dedication, and the release by the City of the IDB from any further liability in connection with the UDAG Loan. Councilmember Taunton made a motion to accept the proposal, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.

Item 3. The capital improvements plan regarding the water main and booster station upgrade engineering agreement was discussed. This project is estimated to be around 1.2 million and we will use the infrastructure checking account to fund this project. Councilmember Hall made a motion to accept the engineering agreement with Three Notch Group, seconded by Councilmember Hughey. Upon a vote, the motion passed unanimously.  

Item 4. Jeff Harrison with Three Notch Group gave a Capital Improvements Plan update and handed out a progress report.  

Item 5. Mayor Hill reviewed the suggested FY22 PHMSA gas main replacement bid from General Maintenance Contractors of East Alabama, Inc for $4,956,100. Councilmember Hall made a motion to accept the bid, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.  

Item 6. Mayor Hill asked Councilmember to consider approving and adding $26,317.84 for the purchase of a brush cutter. The current one is broken and the parts are obsolete. Councilmember Godwin made a motion to suspend the rules, seconded by Councilmember Taunton. Upon a roll call vote, the motion passed unanimously. Councilmember Hughey made a motion to approve the purchase and to add $26,317.84 to 01-506-5263, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.

Item 7. Mayor Hill introduced an ordinance amending Ordinance 2023-686, this removes the current bagging of leaves requirement. Councilmember Hall made a motion to suspend the rules, seconded by Councilmember Taunton. Upon a roll call vote, the motion passed unanimously. Councilmember Godwin made a motion to approve the ordinance, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously. Ordinance 2025-701 was adopted.

Item 8. A resolution concerning the Fire Department grant award was discussed. Councilmember Taunton made a motion to approve the resolution, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously. Councilmember Carr made a motion to suspend the rules, seconded by Councilmember Taunton. Upon a roll call vote, the motion passed unanimously. Councilmember Hughey made a motion to amend the budget and add $9766 to 01-503-5291 for the grant match, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.

Item 9. Mayor Hill asked the council to surplus the following: routers, laptop, 7 computer monitors, 45 radio phones, and 3 printers. Councilmember Carr made a motion to surplus and donate the items to ACTS, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.

Mayor’s Reports:  

*Mayor Hill reminded everyone that Halloween trick or treating will be October 31st from 5-8PM.

*Time Donation-Heather Jones to donate 24 sick hours to Kali Stewart. Councilmember Hall made a motion to approve the time donation, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.

*Time Donation-Hunter Saint to donate 50 sick hours to Bubba Casaday, Margaret Lumpkin to donate 8 sick hours to Bubba Casaday, Chris Howard to donate 40 sick hours to Bubba Casaday, and Whitney Pitchford to donate 40 sick hours to Bubba Casaday. Councilmember Hall made a motion to approve the time donations, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.  

*Mayor Hill presented a Proclamation and a plaque to Councilmember Bill Godwin honoring him for serving the City for 17 years.

*Mayor Hill spoke highly of all Councilmembers and recognized several City employees for everything that they do.

Council Reports:

Ward 1: Thanks to his family, council, Mayor and City Clerk—it’s been a blessing to work with yall.  

Ward 3: Mayor, Jeremy and Bill, it’s been a hell of a run. Thank yall!

Ward 4: Presented plaques to Mayor Hill and Councilmember Taunton for serving the City for 9 years.

Ward 6: Thanks to Paula and family—best support system. Thanks to the Mayor, council members, City Attorney, and Whitney, it’s been a pleasure working with you.  

Ward 7: Everything has come together over the last few years—most proficient Mayor and Council. 

There being no further business before the council, and upon a motion by Councilmember Taunton and a second by Councilmember Godwin, will all councilmembers voting in favor, the council meeting was adjourned at 6:26 PM.
