MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

SEPTEMBER 8, 2025

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Monday, September 8, 2025 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hill and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.

Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Taunton, all councilmembers present voted to approve the minutes of the August 11, 2025 work session. On motion of Councilmember Hughey and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the August 11, 2025 regular city council meeting. On motion of Councilmember Hughey and a second by Councilmember Taunton, all councilmembers present voted to approve the minutes of the September 2, 2025 Canvass meeting.

Mayor Hill then called the council’s attention to the agenda and the following occurred.

Item 1. Samantha Segrest with The Book Nook requested to close downtown streets for Halloween. Councilmember Taunton made a motion to approve the request, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.     

Item 2. Rec Director Eric Phillips discussed fees for baseball fields and programs. Councilmember Godwin made a motion to increase the fees to $225 for the baseball rental fees with a $100 deposit and $200 for a field crew, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously. Eric Phillips discussed increasing the tball and soccer fees from $55 to $65 to match the fees for everything else. Councilmember Hall made a motion to approve the increased fees, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.       

Item 3. Eric Phillips asked Mayor Hill and the Council for approval to tear down the press box at the Dixie Youth field. Cole Hilyer has offered to do it for free. Councilmember Taunton made a motion to approve the tear down of the press boxes, seconded by Councilmember Godwin. Upon a vote, the motion passed unanimously.

Mayor Hill asked for a motion to enter into executive session to discuss litigation and economic development. Councilmember Carr made a motion to enter into executive session, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously. Councilmember Taunton made a motion to exit executive session, seconded by Councilmember Godwin. Upon a vote, the motion passed unanimously.     

Item 4. The Sewer NPDES Permit renewal proposal for $20,000 was discussed. Councilmember Carr made a motion to approve the renewal, seconded by Councilmember Hughey. Upon a vote, the motion passed unanimously.  

Item 5. Mayor Hill introduced Ordinance 2025-699 to surplus the Airport property. Councilmember Hall made a motion to suspend the rules, seconded by Councilmember Taunton. Upon a roll call vote, the motion passed unanimously. Councilmember Taunton made a motion to approve Ordinance 2025-699 to surplus the airport property for $615,000 for economic development, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.

Item 6. A limb truck for the street department was discussed. It’s a 2022 with 27,000 miles on it for $130,000. Mayor and Council will review for the new budget.

Mayor’s Reports:  

*The following time donation to Kali Stewart was discussed. Chief Buce: 40 sick hours, Suzanne Deloach: 100 sick hours, Cindy Grover: 100 sick hours, and Heather Jones: 40 sick hours. Councilmember Taunton made a motion to approve the time donation, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.

Council Reports:

Ward 3: Michael Bird-TRA seat 6. Councilmember Taunton made a motion to appoint Michael Bird to seat 6 of the TRA, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.   

Ward 4: Let’s relook at the leaf policy.

There being no further business before the council, and upon a motion by Councilmember Taunton and a second by Councilmember Godwin, will all councilmembers voting in favor, the council meeting was adjourned at 6:32 PM.
