MINUTES OF A REGULAR COUNCIL MEETING

OF THE MAYOR AND THE CITY COUNCIL OF THE

CITY OF TALLASSEE, ALABAMA

SEPTEMBER 24, 2024

The Mayor and the City Council of the City of Tallassee, Alabama convened in regular session on Tuesday, September 24, 2024 at 6:00 p.m. at the Tallassee Municipal Complex. The meeting was called to order by Mayor Hill and the following were recorded as present:

John Smith was present as city attorney and Whitney Pitchford as secretary for the meeting.

Approval of minutes: On motion of Councilmember Hughey and a second by Councilmember Brown, all councilmembers present voted to approve the minutes of the September 10, 2024 work session. On motion of Councilmember Hughey and a second by Councilmember Carr, all councilmembers present voted to approve the minutes of the September 10, 2024 regular city council meeting.

Item 1. Mack Daugherty addressed the Mayor and Council thanking everyone for the privilege of serving them for the last 8 years.      

Item 2: The 24/25 budget was discussed. Councilmember Taunton made a motion to suspend the rules, seconded by Councilmember Hall. Upon a roll call vote, the motion passed unanimously. Councilmember Taunton made a motion to approve the 24/25 budget, seconded by Councilmember Carr. Upon a vote, the motion passed unanimously.

Item 3: The 24/25 calendar was discussed. Councilmember Taunton made a motion to suspend the rules, seconded by Councilmember Hall. Upon a roll call vote, the motion passed unanimously. Councilmember Hall made a motion to approve the 24/25 calendar, seconded by Councilmember Taunton. Upon a vote, the motion passed unanimously.  

Item 4: Bids for the Recreation Department lighting were discussed. Floyd Service Company, Inc. was the low bidder at $361,000 for the installation portion of the work. This came in $58,000 under budget. Councilmember Hall made a motion to approve the bid from Floyd Service Company, Inc., seconded by Councilmember Hughey. Upon a vote, the motion passed unanimously.  

Mayor’s Reports:

*Trade Day Downtown-October 19th from 8AM-1PM. Requesting permission to close Sistrunk, James, and S. Ann from Barnett to James Street. Councilmember Taunton made a motion to approve the closure of the roads, seconded by Councilmember Carr. Upon a vote the motion passed unanimously. Mayor Hill asked Chief Buce to get with Jerry Cunningham about the road closures.

*Approval for Mayor to sign contract with Elmore County and the architect for new recreation center. Councilmember Taunton made a motion to approve Mayor Hill to sign the contract with Elmore County and the architect for the new recreation center, seconded by Councilmember Hall. Upon a vote, the motion passed unanimously.   

Council Reports

Ward 3: Thank you, Commissioner Daugherty.

Ward 4: Thanks Commissioner Daugherty. Trick or Treating will be October 31st from 5-8PM. Steve Burak wanted to only close S. Ann for Trunk or Treat. Mayor and Councilmembers asked Steve to work this out with Chief Buce. Asked Council to consider a 3.5% COLA for all fulltime city employees. Councilmember Carr made a motion to give all fulltime City employees a 3.5% COLA, seconded by Councilmember Brown. Upon a vote, the motion passed unanimously.  

Ward 7: Thanks Commissioner Daugherty!

There being no further business before the council, and upon motion of Councilmember Hall and a second by Councilmember Godwin, all councilmembers present voted to adjourn the meeting at 6:09 p.m.
